After 125 days of ceasework strike over the demand for implementation of Central 6th Pay Commission's recommendations with retrospective effect from January 2006, the Joint Administrative Council (JAC) of AMTUC and AMGEO has called off its agitation with immediate effect following a Memorandum of Understanding (MoU) signed with the Government of Manipur.
The MoU was signed during a joint meeting of the representatives of the JAC and COTA and the Chief Minister O Ibobi Singh at the latter's office chamber here this afternoon.
Government spokesperson and IFC Minister N Biren, Chief Secretary DS Poonia and Principal Secretary were also among those who were present during the meeting.
Later talking to mediapersons in this connection at his New Secretariat Block office chamber, Biren announced that the agitating employees agreed to call off their indefinite ceasework strike after signing the six-point MoU.
The first point of the MoU said that 'the State Government has accepted the revised pay scales based on the Central Pay scales in toto.
Cases of anomalies/corrections will be reviewed and corrective action, where justified, will be taken up at the earliest'.
The second point said 'the State Government have already notified some of the allowances like DA, HRA, SCA on the pattern and rates as applicable to Central Government employees.
The remaining allowances will also be considered and announced shortly'.
The third point said 'in view of the resource constraints and on the assurance of the JAC to ensure timely and full correction of Government resources in all departments, the State Government agreed to pay arrears for six months with effect from 1.10.2009 to 31.3.2010 in cash in two equal instalments.
The first instalment will be paid on 1.11.2010 and the second instalment on 1.6.2011.The payment of arrears in cash will be subject to the achievement of target collection of arrears and current dues by the Power Department failing which the State Government will have the option to credit the arrears in to the respective GPF accounts of the employees for a period of six months'.
The fourth point of agreement said that 'the State Government will consider all other legitimate demands of the JAC including revision of pay of Work-charge, Muster Rolls, regularisation of their service, etc depending on the financial situation and rules framed by the Government.
While the fifth point in the MoU declared that 'dies non orders of the employees would be cancelled.
No victimisation to the striking employees', the sixth and the last point assured that 'the Government would examine all legitimate additional demands, as pointed out by the JAC/COTA'.
From the side of the State Government, the MoU has been signed by Chief Secretary DS Poonia while from the side of the JAC and COTA, the MoU was signed by 15 representatives.
Biren conveyed that Chief Minister O Ibobi Singh has appreciated the representatives of JAC and COTA for calling off their agitation in view of the situation prevailing in the State and in the interest of the people.
