MSF proposes introduction of "Drug Free Commitment Affidavit" to Governor

With an aim to eradicate the scourge of drugs from society, the Manipuri Students' Federation (MSF) has submitted a memorandum to Governor Ajay Kumar Bhalla calling for the introduction of a compulsory "Drug-Free Commitment Affidavit" to be jointly signed by the concerned schools, students and families and submitted during the admission process for classes VIII to XII.
All educational institutions affiliated with BOSEM, COHSEM and CBSE should be covered under this system.
In the memorandum, MSF asserted that the "Washak-Che" will be a legally binding consent document stating that students will not consume or misuse major drugs that can harm society, their education, mental health, and physical well-being.
Implementation of this system is crucial, and all authorities of both private and Government schools must begin preparations, including related actions and necessary steps, so that it can be implemented from the 2026 academic session onwards, said MSF.
The purpose of this document is not to instil fear or treat students with the sole intention of imposing punishment, but to promote guidance, impart awareness, and foster a sense of shared responsibility.
It added that this initiative would allow school authorities to prioritize counselling, awareness, and support services for students, rather than punitive actions, thereby preventing future risks to their well-being.
It has appealed to principals, especially of schools with students from classes VIII to XII, under CBSE, BOSEM and COHSEM operating in Manipur to take immediate steps in this regard.
It has requested the Manipur Governor, Commissioner and Director of Education (S) and other concerned officials to issue an official order to ensure uniform implementation of the proposed system across all educational institutions in Manipur from the upcoming 2026 academic session.
