Leave Kakching out of talk to roll back creation of new districts: JNGVO

Kakching became a district in December 2016, and this status can't be taken away in any way, said Joint Non Government Voluntary Organisation (JNGVO) Kakching.
Kakching was among seven new districts created by bifurcating existing districts in December 2016.This was a long cherished aspiration of the people of the region.
This status of the district can't be taken away in any manner, said P Somarendra, advisor JNGVO, speaking to reporters at the Library and Information Centre, Kakching today.
The creation of the seven new districts - Jiribam, Kangpokpi, Kakching, Tengnoupal, Kamjong, Pherzawl and Noney was notified by a State Gazette notification published on December 8, 2016 when Congress leader Okram Ibobi Singh was the Chief Minister.
Jiribam district was created by bifurcating Imphal East district.
Jiribam and Borobekra are sub-divisions under the new district.
Kangpokpi district was created by bifurcating Senapati district.
Kangpokpi, Champhai, Saitu Gamphazol, Kangchup Geljang, Saikul, Lungtin, Island and Bungte Chiru are sub-divisions under Kangpokpi district.
Kakching district was created by bifurcating Thoubal district.
Kakching and Waikhong are sub-divisions under the new district.
Tengnoupal district was created by bifurcating Chandel district.
Machi, Moreh and Tengnoupal are sub-divisions under the new district.
Kamjong district was created by bifurcating Ukhrul district.
Kamjong, Sahamphung, Kasom Khullen and Phungyar are sub-divisions under the new district.
Pherzawl district was created by bifurcating Churachandpur district.
Pherzawl, Thanlon, Parbung-Tipaimukh and Vangal Range are subdivisions under the new district.
Noney district was created by bifurcating Tamenglong district.
Nungba, Khoupum, Noney and Haochong are sub-divisions under the new district.
When these 7 new districts were created, the Government had then stated that it was done for administrative convenience.
Meanwhile, addressing the press meet held at the Library and Information Centre, Kakching today, JNGVO advisor P Somarendra said public movement demanding creation of a Kakching district started in the early 1980s.Kakching had all the criteria to become a district, and it becoming a district was a common aspiration of the people of the region, he said.
From 1994, he said, the JNGVO led in initiatives aimed at developing Kakching as a district.
On March 25, 1999, a private Member resolution moved by then local MLA Ksh Irabot to bifurcate Thoubal district into Thoubal and Kakching was passed in the Assembly, said Somarendra.
Subsequently, he said, the JNGVO was invited by the Committee on Reorganisation of Administrative and Police Boundaries, formed by the Government.
Somarendra said the JNGVO members appeared in person before the Committee's Chairman on September 15, 2011 and submitted a representation demanding creation of Kakching district.
Further, a representation was also submitted to the then Chief Minister on February 10, 2016, he added.
Some months later in December 2016, the Government agreed to the demand of the people and created Kakching district by bifurcating Thoubal district.
This news of the creation of the Kakching district was received with joy and jubilation by the people, he said.
After Kakching became a district, various infrastructure which are a must for a district have been constructed and installed, he said.
The Ministry of Communication, Government of India on July 21, 2017, approved construction of a Post Office building with staff quarters at Kakching.
The new Post office is now functioning, Somarendra said.
Gradually, many more required infrastructure are being installed at the district Headquarters, and various Departments have been urged to install offices and provide all the required facilities, he added.
When people of Kakching district have achieved their long cherished aspiration, the demand that has now surfaced to roll back the creation of the new districts is unfortunate, Somarendra said.
Notably, the demand to roll back the creation of 7 new districts has been raised by the United Naga Council.
Kakching must not lose its present status in any way.
The demand to roll back the creation of new districts must not touch Kakching.
Representations raising this concern have been submitted to the Union Home Minister, Chief Minister and Chief Secretary on October 4, Somarendra said.
He further asserted that the tripartite talk scheduled to be held on November 15 in Senapati regarding the demand to roll back the creation of the new districts must not include matters concerning Kakching.
Kakching is a multiethnic district.
Its revenue boundaries and jurisdiction should be respected by all and there should be no incursion on its area, he said.
