TYCM submits memo, conducts legal awareness programme

The Tribal Youth Council Manipur (TYCM), General Headquarters, has submitted a representation to the Chief Secretary, Government of Manipur, urging the Government to withhold the promotion process vide a "Lieu Message" dated January 29, 2025 for Havildars appointed on or before 2001 until the promotion of left-out eligible ST Havildars appointed on or before 2004 is carried out, ensuring strict implementation of Scheduled Tribe (ST) reservation inpromotion.
A copy of the representation was also submitted to the Director General of Police (DGP), Manipur.
As per a release issued by TYCM, in 2022, the Home Department initiated a promotion process through a Lieu Message dated May 10, 2022, for eligible Havildars appointed prior to 2004 for promotion to the rank of Jemadar under the 85% category in the Manipur Rifles (MR) and India Reserve Battalion (IRB) .
The process was intended for those who had successfully passed the pre-promotion selection test prescribed by the State Government and had satisfactorily completed the required probation period with five years of regular service in the grade.
Following this, the Home Department promoted 44 Havildars to the rank of Jemadar via an Order dated September 4, 2023, issued by the Joint Secretary (Home), Government of Manipur.
However, some eligible ST Havildars appointed on or before 2004 were left out/ excluded.
The TYCM pointed out that the Home Department has initiated a new promotion process for Havildars appointed on or before 2001 in the MR and IRB through a Lieu Message dated January 29, 2025, instead of resolving the pending promotion of the left-out/ex-cluded ST Havildars appointed on or before 2004 .
The TYCM asserted that this reversal of the promotion process, instead of moving forward in chronological order, raises serious concerns regarding fairness, transparency, and the equitable treatment of ST personnel.
The TYCM claimed that the promotion process is being handled in a regressive and reversed manner, prioritizing older batches while disregarding the rightful claims of the 2004 batch, earlier, or onwards, along with other eligible candidates.
The TYCM also accused the Police Department of deliberately bypassing the Havildars appointed on or before 2004, undermining the reservation policy in promotions and violating the rights of ST instead of ensuring fair representation and equitable opportunities in the promotion process.
Furthermore, the TYCM conveyed its strong opposition to the ongoing promotion process and demanded that the promotion process for those appointed from 2004 onwards be carried out as per the entitled quota of ST in promotion.
Meanwhile, the TYCM in collaboration with Manipur State Legal Services Authority (MASLSA) and District Legal Services Authority (DSLA), Imphal East successfully conducted a One-Day Legal Awareness Programme at Pantilong Village Community Hall on March 16, 2025, The programme was moderated by Titus Golrnei, secretary (finance), TYCM.
Robert Gonmei, general secretary, TYCM, delivered the welcome address and the vote of thanks was proposed by Momo Tantanga, president, TYCM.
The programme was attended by Pantilong Village Authority chairman Gaibi Riamei and Village Authority secretary Jessi Phaomei as special guests, along with Church leaders, TYCM executive members, and the villagers of Pantilong, who actively participated in the discussions.
