Job mission makes little progress ; Core body tasked to work out ways

Imphal, January 18 2018: With the State Mission on Employment for Each Household by 2022 making little progress so far, the governing council of the mission has entrusted the core committee to come up with a specific definition of employment as envisaged by the mission.

With Chief Minister N Biren in the chair, the governing council held a meeting on January 8 and discussed about the mission and its objectives.

Notably, the mission is a very ambitious one aimed at providing a job to each and every household of the State by 2022 .

After minute deliberation, the governing council entrusted the core committee to explore ways and means of accomplishing the mission, informed a source.

BJP's election promise of providing a job to each and every household of the State was discussed at a Cabinet meeting held on May 3 last year.

As decided at the Cabinet meeting, the State Mission on Employment for Each Household by 2022 was formulated.

The mission has set a target of generating 7.5 lakh jobs within five years starting from 2017-18 at the rate of 1.5 lakh jobs every year.

As per the Census report of 2011, there are around 5.07 lakh total households in the State.

Out of them, it is estimated that around one lakh households have one member each who are Government employees and around 60,000 households have been categorised as middle income group.

While 23,510 households have been categorised as economically very weak, 2,09,091 households have been categorised as lower income group and 2,74,551 households are said to be economically secure.

Of the total 5.07 lakh households, 3,35,752 are residents of rural areas while 1,71,400 are residing in urban areas.

The governing council meeting held on January 8 discussed about launching a common portal and a template about the mission's strategies.

After minute deliberation, the governing council agreed to form a core committee with Additional Chief Secretary (Agriculture and Adult Education) Dr Suhel Akhtar as chairman.

Other members of the core committee are Principal Secretary (Labour and Employment, Tourism, Sericulture & MOBC) PK Singh, Principal Secretary (Finance) VK Dewangan and Commissioner (Social Welfare and Higher & Technical Education) H Deleep Singh.

To avoid duplication in the applications submitted by un-employed people against different trade/employment avenues under the mission, the core committee was asked to develop a common State portal and a management information system (MIS).

Engagement of recognised consultants for preparation of DPRs which would serve as blueprints for all necessary initiatives such as investment, skill development and other training programmes was another agenda deliberated at the meeting.

The core committee was also asked to explore pragmatic ways and means which can deliver the objectives of the mission and submit a report to the Government within 15 days.

During the same meeting, the Chief Secretary was asked to form monitoring committee to monitor payment of loans by banks under MUDRA scheme and other schemes.

The committee would also monitor whether loans given by banks are repaid in time or not, informed the source.

The governing council meeting chaired by N Biren was also attended by Deputy Chief Minister Y Joykumar, Works Minister Th Biswajit, Education Minister Th Radheshyam, Social Welfare Minister Nemcha Kipgen, CAF&PD Minister Karam Shyam, Tribal and Hill Areas Development Minister N Kayisii, Agriculture Minister V Hangkhalian, MAHUD Minister Th Shyamkumar and PHE Minister L Dikho, added the source.
