Imphal, December 10 2012: A forum representing three Naga inhabited districts of Arunachal Pradesh has urged Union Home Minister Sushil Kumar Shinde to book NSCN (IM) general secretary Thuingaleng Muivah under the law for all the alleged excesses committed by the cadres in the three districts.

Coming out heavily against the outfit which is currently engaged in a peace talk with the Government of India, Tirap, Changlang, Longding People's Forum which claim that they are also Nagas, submitted a memorandum to the Union Home Minister on December 3 last.

Apart from the miseries heaped on them by the majority non-Nagas of Arunachal Pradesh, people of Tirap, Changlang and Longdip have to bear the brunt of the atrocities of the NSCN (IM) cadres, the memorandum alleged.

Even as the Nagas of these three districts have been systematically exploited by major tribes of Arunachal Pradesh, the public representatives of the area are also of little or no help as they are under constant pressure from the NSCN (IM) to fill their coffers, the memorandum lamented.

It added that all the Centrally sponsored schemes are either limited to pen and paper or siphoned off by the departmental heads in connivance with few corrupt officials.

The memorandum further said that ever since Government of India declared ceasefire with NSCN (IM) in 1997, many non-native Nagas from Nagaland and Manipur have infiltrated to these three districts.

As such, merciless murders and most rude and utmost brutalities have become the order of the day it said and alleged that NSCN (IM) cadres have killed many senior leaders and innocent civilians.

To name a few, former Circle Officer Sumlang Tamdong, District Congress President Tenang Ramwa, youth leader Chagan Matey, public leader Latte Wangham, Tumlet Lowang, Janlung Kongnyu and former MP and Advisor to CM Wangcha Rajkumar were the persons who were eliminated by the NSCN (IM), the memorandum added.

On November 21 last,, the outfit demonstrated its most inhuman character by brutally killing Byton Taijong, it alleged.

The man was repeatedly stabbed on his stomach, neck and chest and his head smashed with a log in full public view at Changlang village.

The man was then left to die naked, the memorandum lamented.

Questioning the Union Home Minister why Th Muivah and his cadres are allowed to walk free even after committing such barbaric acts, the Forum further questioned why such merciless killings and atrocities are not checked.

The memorandum further cautioned that if the Government of India is incapable of assuring the safety and security of the people, time is not afar when people of the three districts will rise and prepare to defend themselves.

"If the Government of India is serious about us then, it must display its sincerity towards our people by booking Mr Muivah as he is directly involved in the cold blooded murder of so many innocent people.

Mr Muivah, who is the mother of all crimes must be uprooted; simply arresting the lower rung cadres involved directly in the crime will not solve the problem", the memorandum said.

The memorandum further cautioned the Union Home Minister, "Sir, the time has come to say enough is enough and deal with the situation with an iron fist.

We cannot allow them to continue with the senseless killings" .

The memorandum added that the people of the three districts are completely against NSCN (IM) and their activities except for few misguided youths who have been enrolled as their cadres with false promises.

Questioning how the Government of India has allowed these districts to be part of NSCN (IM) demand, the Forum said and added that there is a huge disparity between the aspiration of NSCN (IM) and the people of three districts.

The Forum also demanded that the three districts be granted the status of a Union Territory under the direct control of the Central Government.
