AMCAF demands fresh tenders for PMGSY Phase-III works

The All Manipur Contractors' Association Forum (AMCAF) has urged the authorities to float fresh tenders for road and bridge works under Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase-III strictly as per guidelines.
Speaking at a press meet held today at Manipur Press Club, AMCAF convenor Thangjam Somarendra said PMGSY works in Manipur started in 2000 and Phase-I and Phase-II have been completed.
However, 140 works of Phase-II remain pending due to the Covid pandemic and the unrest in the State since May 3, 2023 .
Contractors have also suffered losses worth around Rs 100 crore on machinery during the period, he said.
He informed that under PMGSY Phase-III, 55 works were sanctioned by the Ministry of Rural Development on March 7, 2024.The first Notice Inviting Tender (NIT) was issued by Manipur State Rural Roads Development Agency/Rural Engineering Department (MSRRDA/RED) on September 12, 2024, followed by another NIT for 41 works on August 29, 2025, and one more on September 11, 2025 .
Somarendra alleged that errors in the Bill of Quantity (BOQ) schedule pointed out by AMCAF during the first tender were ignored.
The Standard Bidding Documents (SBD) issued by the National Rural Infrastructure Development Agency (NRIDA) were also modified by MSRRDA/ RED, he claimed.
Following a petition by AMCAF, the High Court of Manipur on October 30, 2025 ruled in favour of the association.
Subsequently, on June 19, the Ministry of Rural Development directed the State's Commissioner and Secretary, RD&PR, to conduct tenders as per PMGSY guidelines and SBD, and to halt the tender processes of August 29 and September 11, 2025 .
The Ministry also instructed that fresh NITs be issued for PMGSY Phase-III works.
Somarendra further appealed to MSRRDA/RED to float fresh tenders at the earliest for all 96 works covering 777.965 km at an estimated cost of Rs 572.78 crore under PMGSY-III to improve road connectivity in the State.
