State records decadal literacy rate increase by 8.7 pc

Imphal, December 23, 2013: An increase of 8.7 percent has been recorded in the literacy rate of the State in a period of 10 years from 2001 to 2011.Moreover, the total population of the State has been increased by 18.6 percent with the figure now stands at 25,70,390. According to the "Census of India, 2011, Primary Census Abstract, Data Highlights of Manipur Series 15" released today, the literacy rate of the State has come up to 79.2 percent in 2011 from the previous rate of 70.5 percent in 2001. The total number of literates in the State is 17,68,181, out of which 9,60,015 are males and 8,08,166 are females.

The male literacy rate in the State is 86.1 percent, while that of female is 72.4 percent.

Among the districts of Manipur, Imphal West is the most literate district with literacy rate of 86.1 percent followed by Churachandpur with 82.8 percent, Imphal East with 81.9 percent, Ukhrul with 81.4 percent, Bishnupur with 75.9 percent, Thoubal with 74.5 percent, Senapati with 74.1 percent, Chandel with 71.1 percent and Tamenglong with 70.1 percent.

Meanwhile, Deputy Chief Minister Gaikhangam has said that the census data is the backbone of planning and administration of the country, and so people must render utmost cooperation to bring out the actual census report.

He was speaking as Chief Guest of a ceremony of award presentation to State officials organized by Directorate of Census Operations, Manipur at Hotel Classic, North AOC here today.

Gaikhangam further said that the distribution of development funds is based primarily on the census data.

It is very much essential for the State to bring out an actual census report.

So, the officials and the people must involve wholeheartedly in the census operations.

Any mistake in the census report may have serious implication on planning and administration of the State.

The nation-wide census operations are conducted after every 10 years.

It is the responsibility of the Government and the people to make the census operations successful, the Deputy CM asserted.

Gaikhangam observed that there are many homeless people in the country, though not in the State.

Those homeless people might have been excluded during census operations, and as a result of which some variations between the census report and the exact population of the country might have cropped up.

The experts and officials concerned need to look into such issue, he added.

Delivering the presidential speech, Chief Secretary PC Lawmkunga said that various programmes, schemes and projects of the Government cannot be taken up without the census data.

All Government officials need to coordinate with one another to make the census operations successful, he averred.

The award ceremony was also attended by Principal Secretary (Home) Dr J Suresh Babu and Director of Census Operations Y Thamkishore.

Altogether 32 officials were honoured with medals and certificates for their diligent service and outstanding contribution in Census, 2011. Deputy CM Gaikhangam also released the report of Census, 2011 related to Primary Census Abstract Data Highlights, Manipur Series-15 during the occasion.

Deputy Commissioner of Imphal West K Radhakumar, who began his career with Governor's Medal on National Integration and University Medal, was among the medal winners.

This is his 6th medal.

Earlier, Radhakumar got a medal from the Ministry of Home Affairs in connection with Census Operations, 1991.He was also a recipient of Prime Minister's Award for Excellence in Public Administration for 2007-08.The Population Foundation of India gave the 5th JRD Tata Memorial Award, 2011 when he was posted as Deputy Commissioner, Thoubal.

This award was given on the basis of 13 key indicators on population, reproductive health and family planning programme.
