e-DAR hands-on training programme conducted in Bishnupur

The District Administration Bishnupur, organised a meeting-cum-hands-on training programme on e-DAR (Electronic Detailed Accident Report), an extension of the Integrated Road Accident Database (iRAD) .
The training was conducted by the National Informatics Centre (NIC), Bishnupur, at the DC Conference Hall, Bishnupur.
Speaking at the inaugural session, Deputy Commissioner Pooja Elangbam stated that the e-DAR system will not only streamline the submission of detailed accident reports but also ensure a faster and more convenient claim settlement process for road accident victims.
She highlighted that the system entitles the victims for cashless treatment within a maximum period of seven days - 'Golden Hours' from the date of the accident, thereby easing the burden on victims and their families.
Emphasizing the critical roles of the Police, Transport, Health, and Roads/Highways departments under iRAD, the DC added that the hands-on training would equip officials with a deeper understanding of the e-DAR system.
This, in turn, would enable them to play a key role in creating awareness among road accident victims about their entitlement to cashless treatment of up to Rs 1.5 lakh per person, per accident.
She further stated that once e-DAR is implemented in the state, the training would be instrumental in ensuring its effective execution through coordinated efforts from all stakeholders.
During the technical session, L Nongdrenkhomba Meitei, State Rollout Manager for iRAD-NIC Manipur, explained the operational aspects of the e-DAR portal and Transaction Management System (TMS).
He noted that the system allows field officers to digitally capture accident scenes using geo-tagged photos, and to record key details such as vehicle and driver information, as well as injury data.
This information is then shared in real-time with relevant administrative and judicial stakeholders.
He emphasised that the successful implementation of e-DAR and TMS in Bishnupur District as well as in other districts of Manipur will depend on the proactive engagement of the District Rollout Manager with stakeholders, through continuous training and hands-on technical support.
This benefit applies to all road accidents involving motor vehicles on any category of road.
He also elaborated that hospitals providing treatment under this scheme will have their claims from the Motor Vehicle Accident Fund through the Transaction Management System (TMS).
The training concluded with interactive sessions and demonstrations, helping participants to familiarize themselves with the practical aspects of the e-DAR and TMS system.
The training had three sessions TMS, eDAR and demonstration on technical aspects of the e-DAR portal.
The training programme was attended by DIO, NIC, Rajkumari Romita, iRAD Nodal officers and officials concerned.
