MCPCR takes suo motu cognizance of child injured in Singjamei tear gas shelling

Imphal, April 17 2026: The Manipur Commission for Protection of Child Rights (MCPCR) has taken suo motu cognizance of the injury to a pre-nursery student, aged below four, caused by tear gas shelling in a residential area at Singjamei Kakwa Ashem Leikai on the night of April 16, 2026 .

In an order dated April 17, 2026, the Commission said the child was not part of any protest and was near his residence when the incident occurred, allegedly involving indiscriminate use of force by combined security forces.

The MCPCR said it had earlier taken suo motu cognizance of two other cases: the alleged sexual assault and murder of a minor internally displaced girl whose body was recovered beneath Singjamei Bridge, and the killing of two minor children in a rocket bomb attack while asleep at Tronglaobi village.

The Commission has conducted spot inquiries into both incidents.

"These incidents prima facie disclose grave violations of child rights, including threats to the right to life, safety, and dignity of children, and raise serious concerns regarding protection failures and the use of excessive force in civilian areas", the MCPCR stated.

It added that it will maintain strict monitoring until due process is completed and justice is ensured.

Advisory to authorities

The Commission urged all authorities to exercise "maximum restraint" while dealing with democratic and non-violent public protests, particularly in residential localities.

It said indiscriminate use of force, including tear gas shelling resulting in injury to civilians, damage to property, and panic among children, must be strictly avoided.

All actions should be proportionate and adhere to established protocols to ensure children's safety and best interests.

Public advisory

The MCPCR also appealed to the public not to involve young children in protests inappropriate to their age and comprehension, nor expose them to situations that may lead to violence, harm, intimidation, or psychological trauma.

"The protection and wellbeing of children shall remain paramount at all times", it said.
