State Commissioner for PwDs convenes meet with DSWOs, NGOs & medical authorities

Imphal, November 13 2025:
The Office of the State Commissioner for Persons with Disabilities, Manipur, convened a "Coordination Meeting with District Social Welfare Officers (DSWOs), Medical Authorities (RIMS, JNIMS, and all Chief Medical Officers), and leading Non-Governmental Organisations (NGOs) dedicated to the welfare of Persons with Disabilities" at Hotel Imphal, North AOC today.
The meeting was held to deliberate upon comprehensive strategies, operational modalities, and inter-departmental convergence mechanisms for the expeditious issuance of Unique Disability ID (UDID) Certificates and for the effective facilitation of Persons with Benchmark Disabilities (PwBDs), particularly those requiring high support needs.
The meeting commenced with a welcome address by Robert Kshetrimayum, Secretary (Social Welfare), Manipur followed by a keynote address by W Birahari Singh, State Commissioner for Persons with Disabilities, Manipur.
In the technical session, Advocate Moses Pao, Legal Consultant, SCPD, Manipur gave a talk on the topic "Role of the State Commissioner for PwDs in Safeguarding the Rights and Legal Protection of PwDs" and James, former UDID Coordinator, Manipur spoke on "Challenges and Gaps in the Distribution of UDID Certificates in Manipur".
An open discussion was held on the theme "Expeditious Issuance of UDID Certificates and Facilitation for PwBDs Requiring High Support Needs", moderated by Ngangom Tejkumar, Senior Advocate and former Director of Prosecution, Manipur.
Persons with Disabilities and NGO representatives gave their views and feedback on practical challenges in obtaining UDID certificates.
A consultation with medical authorities was also held on measures for coordinated, doorstep, and priority certification processes for high-support cases.
The day also featured a discussion with DSWOs on strategies to expedite issuance of UDID Certificates, especially for individuals with high support needs (bedridden, severely incapacitated, or unable to appear before medical authorities) .
The meeting concluded with a vote of thanks proposed by L Dhaneshwar Singh, Deputy Director, Department of Social Welfare, Manipur.
Naosekpam Khoibi Singh, Director, Composite Regional Centre for Skill Development, Rehabilitation & Empowerment of Persons with Disabilities, Imphal was also present at the meeting.
