MDYF alleges swindling attempt

The Manipur Democratic Youth Front (MDYF), a constituent body of the Manipur Democratic Front (MDF) has alleged some people attempted to swindle Rs 1.25 crore in the name of 23 projects implemented by the Public Health Engineering Department (PHED) without necessary works orders and even before tender notices were issued.
Speaking to media persons at Manipur Press Club here this afternoon, MDYF president Konsam Premjit said that he filed an RTI application on July 20 this year enquiring whether any committee was constituted regarding issuance of tender notice, work order and expenditure sanction for Major Head-2215, Minor Head-101 and 102, Object Head-27 under Minor Civil and Electrical Works of PHED .
A reply to the RTI application was received on August 21 and it said that no such committee was constituted, Premjit told media persons.
Even though no tender notice or work orders were issued, a budget allocation notice was issued for these works, Premjit said.
He urged the authorities concerned to look into the alleged attempt to swindle funds meant for development projects.
It's time for the authorities to investigate accumulation of wealth and properties by Government employees, not proportionate to their known sources of income, he said.
The Government cannot feign ignorance or claim innocence when any of its departments indulges in fraudulent practices, Premjit said.
If anyone is found indulging in fraudulent or unethical practices, it must be assumed that the same fraud or discrepancies were committed in cahoots with top officers of the department, MLAs and Ministers, Premjit said.
He added that he will continue to expose such fraudulent practices of Government departments.
