New Delhi, December 29: Manipur Chief Minister O Ibobi Singh who arrived here from Imphal today will attend the meeting of the Chief Ministers/Administrators of all States/UTs of the country summoned by the Ministry of Home Affairs tomorrow.

Sources from Ministry of Home Affairs said the meeting under the chairmanship of Shivraj Patil will discuss matters arising out of the Supreme Court directives in the case of WP(C) No 310/1996-Prakash Singh & Ors Vs UOI & Ors and also with regard to the model Police Act drafted by the Soli Sorabjee Committee.

The meeting will be held at the Committee Room No.G-74, Parliament Library Building here tomorrow at 10.30 am.

Manipur Principal Secretary (Home) A.E.Ahmed will accompany the Manipur Chief Minister in the meeting.

Sources said the Supreme Court judgement made it binding on the States and the Centre to enact a new law replacing the existing Police Act, 1861 before the year-end.

The Committee of Experts headed by Soli Sorabjee was set up on September 20,2005 to draft a new Police Act to replace the Police Act of 1861.The Committee submitted the draft model Police Act to the Ministry of Home Affairs on October 30 this year.

The copies of the draft Act have already been sent to State Governments for consideration, as they are competent to enact their own police laws.

The Supreme Court in its judgement last September made it mandatory for States to constitute a State Security Commission to mitigate unwarranted influence or pressure on the police, fixed tenures for the Director General of Police and lower officials upto Station House Officers, separation of investigation from law and order duties and forming a Police Establishment Board and Police Complaints Authority.

In a year-end review 2006 of the Ministry of Home Affairs, it revealed that the overall security situation in the North Eastern States showed signs of improvement.

Violence declined in Tripura, Manipur and Arunachal Pradesh.

Violence had been contained in Maghalaya.

However, in Assam and Nagaland, the violence had gone up due to increased activities of United Liberation Front of Assam (ULFA) and factional clashes between National Socialist Council of Nagaland NSCN (I-M) and NSCN (K).

Mizoram and Sikkim continued to be peaceful.

As per revised policy on Modernization of State Police forces, all the North Eastern States except Sikkim are eligible cent percent of the approved Annual Plan.

For Sikkim, it is 75 percent, the report added.
