TYCM issues ultimatum to Chief Minister over pending demands

The Tribal Youth Council Manipur (TYCM), General Headquarters, has submitted an ultimatum to the Chief Minister, demanding action on a previously submitted Charter of Demands.
The ultimatum submitted on Monday, follows earlier memoranda sent to the CM on October 7 and November 6, as well as a representation to the Special Chief Secretary, Tribal Affairs & Hills Department, Government of Manipur.
In the ultimatum, TYCM demanded the appointment of two Members to fill the vacancies in the Manipur State Commission for Scheduled Tribes (MSCST); a separate Member Secretary for the MSCST; regularizing the 8 clerical staffs of the MSCST; a separate Director exclusively for the Directorate of Tribal Affairs & Hills Department, Manipur; and a separate Director exclusively in the Tribal Research Institute (TRI).
The TYCM also demanded the filling of vacant posts of Research Officers, Senior Legal Officers, and Clerical staff in the MSCST; vacant posts in the Directorate of Tribal Affairs & Hills Department, Manipur and vacant posts of Officers and Grade-lV staffs in TRI.
The TYCM also demanded the Government to expedite release of pending benefits for the financial years 2022-23 and 2023-24 under Tribal Affairs & Hills Department; enhance the fund allocation for the MSCST from Rs 90 lakh to Rs 10 crore and create a separate fund head under the National Commission for Scheduled Tribes; and continue the Tribal Cultural Festival Programme under the TRI.
TYCM said that since the conflict began in Manipur on May 3, 2023, the Government has been conducting recruitment processes and issued appointment orders across vari ous departments.
"However, there remains a glaring neglect of recruitment and development activities in the Tribal Affairs & Hills Department, MSCST and TRI.
This discriminatory attitude undermines the tribal communities of Manipur and contradicts the Government's proclaimed slogan of equal development for both the valley and the hills", it added.
The TYCM also asserted that despite multiple reminders, the Council has not received any positive response from the Government regarding the Charter of Demands.
"Consequently, the Executive Council of TYCM-GHQ, in its meeting held on November 23, 2024, has resolved to issue this ultimatum", it added.
Furthermore, the TYCM warned of launching democratic forms of agitation if the Government fails to address and implement the Charter of Demands on or before November 29, 2024 .
