Imphal, September 22: Police have stated that investigation into the killing of Khundrakpam Tejkumar of Uripok Laikhulembi after being picked by Assam Rifles during last Yaoshang festival is underway.

Khundrakpam Shanti Singh, father of Tejkumar had on August 27 this year filed an application before the Manipuri Human Rights Commission saying that on March 9,2004 around 1 pm, his son was picked up by the security personnel.

On the next day, the body of his son was found death by Lamlai Police personnel and deposited at the RIMS morgue, he said adding that his son was innocent and was pursuing his studies at DM College of Commerce.

Following the hue and cry over the custodial death of the boy, the State Govt had decided to hand over the case to the CBI.

In his application, the bereaved father said that more than six months have been passed since his son met with his tragic end, but there has been no confirmatory communication from the CBI on the matter.

He prayed before the rights panel to pass suitable directives to hasten the process of law and book the killers of his son.

The Commission on the same day (August 27) asked the DGP to submit a detailed report on the matter.

Complying with the MHRC proceedings, the police submitted its report before the rights panel.

During investigation, it has come to light that Tejkumar was apprehended by the 19 AR of Yaingangpokpi post on March 9, 2004 while the youth was organising Yaoshang sports at his locality and he was shot down near Chairen Thongkhong NG Mani College Road.

On March 9, one LTM Lushai, Naik subedar of 19 Assam Rifles lodged an ejahar with the OC Lamlai PS stating that on the same day, a team of 19 AR, Yaingangpokpi Post had gone towards Imphal to contact a source for collecting information relating to the activities of the underground.

While, the party was in Uripok area along with a source, a man was found moving under suspicious circumstances and the source identified him as an activist of an underground organization.

The team them picked up the youth (Tejkumar) for questioning, it said adding that he thereafter led the party at various places.

He finally led the party to Chairenthong near Ng Mani College where he had hidden weapons.

He dug out for the weapon and fired from the carbine hidden in a gunny bag and attempted to escape with the weapon, the AR complaint said.

He was chased and shot at 6 pm and the carbine was recovered from near his body.

This refers to case FIR no.40 (3) 2004 u/s 121/121-A/307 IPC, 25 (I-C) A Act and 10/13 UA (P) Act of Lamlai PS, the police report added.

The police have written letter to the concerned authorities to permit the involved officials of the 19 AR to be examined and the involved vehicle mentioned in the FIR has been seized in connection with the case, the police report said.
