CBI/ SIT conducts spot enquiry at alleged fake encounter sites

Imphal, January 19 2018: As per the directive of the Supreme Court of India to the Central Bureau of Investigation (CBI) and the Special Investigation Team (SIT) to submit the necessary reports regarding 30 alleged fake encounter cases before January 31, CBI/ SIT began conducting spot enquiry at different alleged fake encounter sites of the State.

According to a reliable source, the eight member team of CBI/SIT, led by SP, CBI, (IPS) Padmakumar, along with Central Forensic Science Laboratory team, began carrying out spot enquiry at different locations tied to alleged fake encounter cases under the jurisdiction of Wangoi, Singjamei, Porompat and Irilbung police stations from yesterday onward.

Sources stated that State commando personnel involved in the alleged fake encounter cases were called up by the team on the spot and questioned about the incident as to how the alleged fake encounters took place at the locations.

According to sources, the CB I/SIT team conducted spot enquiry at Naran Konjin, under Wangoi PS (Imphal West) today afternoon, in connection with the alleged fake encounter case of one Thangjam Anil alias Thoithoi of Khurai Tinsid road.

Thangjam Anil was allegedly killed by a combined team of Imphal West, Imphal East and 18th Sikh Regiment at Naran Konjin on January 12, 2012.At the time of the incident, it was reported that when the combined security team asked two unknown individuals coming on a Kinetic Honda to stop, the duo fired upon the security personnel and attempted to flee from the spot.

Thangjam Anil was reportedly killed during retaliatory firing by the security forces while the other managed to escape taking advantage of the darkness.

The security forces also claimed to have recovered a hand grenade, one 9 mm pistol along with some live rounds as well as the Kinetic Honda.

The sources further said that the CBI/SIT team also conducted spot enquiry in connection with the alleged fake encounter case of August 29, 1998, in which Major Shimreingam Shaiza and two armed security guards were killed in the busy Kwakeithel airport road.

Former Speaker ofNagaland Legislative Assembly, Thenucho Chakseng who was along with the victims was grievously injured in the incident.

During the time of the incident, it was reported that the former Speaker of Nagaland Legislative Assembly, Thenucho Chakseng and Major Shimreingam Shaiza were travelling in a car along with the two armed security guards, when they were fired upon on their way to Imphal airport.

The car was riddled with a total of 39 bullets.

According to the version of the story from the side of Manipur police commando, security had been on high alert at the time after three commando units engaged with armed extremists earlier that day.

As per the story, the police commandos, on seeing the Speaker's car with two armed men, thought that it belonged to the militants and gave chase to the vehicle, before firing upon it and killing some occupants.

The CBI/SIT team further conducted spot enquiry in connection with the alleged fake encounter case of one Soram Rohit s/o Kamini of Kangpokpi Bazar, who was killed by Imphal East commando personnel on February 15, 2008, at Hatta Golapati area, under Porompat PS.

At the time, police claimed to have recovered a 9 mm pistol along with a magazine from the possession of the individual.

The team also conducted spot enquiry in connection with the killing of one Md Jamir Khan of Keirao Makting who was killed in an alleged fake encounter case by Imphal West commando on January 20, 2012, at Kiyamgei Shantipur, under Irilbung PS.

It was reported that Md Jamir was killed in retaliatory firing after some unidentified individuals hurled a hand grenade towards a team of Imphal West commando at Kiyamgei Shantipur.

Security forced had claimed that two others managed to escape under the cover of darkness.

The said case is one of the four high profile cases included in the judgement order passed by the Supreme Court of India on July 14, last year, directing the CBI to conduct spot enquiry into the alleged fake encounter killings in Manipur.

It may be mentioned that on October 13, last year, CBI, SC-III, New Delhi, registered the alleged fake encounter cases of Soram Rohit and Md Jamir Khan, and submitted the reports to Chief Judicial Magistrate, Imphal East, with a prayer for instructing the IOs of both Porompat and Irilbung police stations to keep the case records safe and intact.

The said two cases were registered as per the judgement passed by the Supreme Court on July 14 (2017) which directed the Central Bureau of Investigation to probe into 62 cases of alleged extra judicial killings by the Army, Assam Rifles and Manipur police personnel.

The judgement was passed following the PIL and writ petition filed by Human Rights Alert (HRA) and Extra-Judicial Execution Victim Families Association Manipur (EEVFAM), which sought proper investigation into 1528 cases of alleged extra judicial killings and for payment of due compensation.
