MHRC dismisses petition of Tomtomsana

The Manipur Human Rights Commission (MHRC) has dismissed the petition filed by Moirangthem Tomtomsana urging the Commission to direct the DGP Manipur to identify the miscreants wearing police uniform who allegedly attempted to abduct the complainant on June 26 and take action against them within four weeks.
Moirangthem Tomtomsana from Heirok is a social worker and was an Independent candidate in the 18th Lok Sabha election.
In his petition, M Tomtomsana had also urged the State Commission to direct the Commissioner (Home), Government of Manipur to provide security to protect his life and liberty as well as that of his family members.
After the completion of the election, whether the police withdraw the security protection from the complainant or not depends on the threat perception.
Thus, the Commission observed that it is not in a position to pass any order regarding security measures as is being requested.
According to the MHRC order, M Tomtomsana also raised a basic allegation against Chief Minister N Biren Singh in his petition accusing him of instructing the police to arrest him.
However, he failed to mention if he had approached the police or lodged an FIR against the Chief Minister or the police commandos who tried to arrest him even after getting bail from the appropriate Court.
Additionally, M Tomtomsana also failed to mention if he approached the Court that granted him bail regarding this matter, said the MHRC order.
Moreover, the Commission had also instructed M Tomtomsana to appear before it today at 10.30 am to address the allegations made in his petition.
However, nobody appeared on behalf of the complainant before the Commission today.
As the complainant neither filed any FIR regarding the allegations made by him nor there is any proof or any supporting documents, the MHRC ruled that no violation of any human rights of the complainant is made out and dismissed the instant complaint case.
