TNCL opposes lowest bidding trend in State contract works

The Tangkhul Naga Contractors Long (TNCL) has strongly opposed the prevailing lowest bidding culture in government contractor works, particularly in the hill districts of Manipur, citing its adverse impact on quality and accountability.
Speaking to this correspondent, TNCL secretary Ringo Haorei stated that contractors of Ukhrul and Kamjong districts, during a meeting held on September 5 at Ukhrul, unanimously resolved not to bid below the scheduled rates of the Government tender works.
Ringo pointed out that awarding projects to the lowest bidders often compromises the quality work, as contractors resort to shortcuts and malpractices in order to cut costs and secure personal benefits.
This, he said, has led to failures in several development projects, with some contractors even surrendering work midway due to financial instability.
The association's decision extends to all sub-letting contractors, though TNCL emphasized that the ultimate responsibility lies with the work agency holders.
The secretary further warned that any member of TNCL found bidding below the Government's scheduled rate would be deemed as betraying the association, and such contractors would not be supported.
TNCL also urged the concerned government departments to recognize and support their decision, stressing that awarding contracts below the scheduled rate value not only affects quality but also undermines the long-term development of the hill districts.
