The NH-37 Compensation Left Out Properties Land & Structures Owner's Association (NCLPLSOA) has demanded NHIDCL and Government of Manipur to make budgetary provisions for early payment of compensation to the affected left-out beneficiaries in connection with the widening of NH-37 from Khongsang to Kambiron in Noney district by September 5 .
A representation issued by NCLPLSOA convenor and secretary stated that if their demands are not complied, it would be forced to take up democratic agitations such as economic blockade along NH-37 including national projects from September 6 to 8 .
As per the NCLPLSOA statement, many genuine owners of structures and standing properties affected by the construction of National Highway-37 were left out during the assessment carried out in 2015 in the villages of Kambiron, Nungba, Rongdal, Rengpang and Khongsang.
After submitting complaints to the all the relevant authorities, the District Collector (LA) Noney issued an order on September 26, 2023 for a joint survey from October 4 to 6, 2023 to assess the left out structures and standing properties.
The joint survey team comprising of representatives of NHIDCL, affected villages, officials from PWD, Agriculture, Forest and Horticulture Department led by SDO Nungba and his staff carried out the survey.
The survey team meticulously identified the owners of the properties likely to be affected by the road construction work and value assessment of such properties were done by concerned technical departments and submitted to the office of the District Collector (LA), Noney and GM, NHIDCL, PMU, Noney.
The joint survey report was also submitted to the Government of Manipur and NHIDCL by the Deputy Commissioner, Noney.
However, NCLPLSOA claimed that no positive responses from both the NHIDCL and Government of Manipur have come so far.
Thus it has demanded early payment of compensation to the left-out beneficiaries by September 5 .
