Cabinet approves draft proposals to promote ease of doing business

Imphal, September 01 2026: The State Cabinet in its meeting at the Chief Minister's Secretariat today approved two proposals for introduction in the upcoming State Assembly session.

The Assembly session is scheduled to begin tomorrow.

The proposals which were approved include "Manipur Unified (Trade, Shops & Establishment) Licensing Bill, 2026" and a draft to amend the Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2021 .

The "Manipur Unified (Trade, Shops & Establishment) Licensing Bill, 2026" seeks the establishment of a single Unified Trade, Shops and Establishments Licensing System for the entire State.

Other key features include--

i) Elimination of dual and overlapping licenses through a unified licensing framework with overriding effect over inconsistent State laws relating to trade licensing

ii) Promotion of ease of doing business through reduction of regulatory burden, minimization of physical interface and elimination of repetitive documentation

(iii) Provision of grievance redressal and safeguards against arbitrary or unauthorized regulatory actions

Regarding the approved proposal for amendment in the Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2021, the Cabinet said, it will liberalize regulation of shops and commercial establishments, eliminate dual licensing for single nature of compliance and will ensure that businesses are not required to obtain multiple licenses for similar compliance.
