Many question appointment of retired Addl CS

Several quarters have questioned the appointment of MH Khan as Administrative Secretary of as many as five departments after he retired on May 31, 2024 on superannuation.
An order issued by the Department of Personnel and Administrative Reforms (Personnel Division) Joint Secretary Ph Bhavananda Sharma on May 31 said that Additional Chief Secretary Mamnoon Hasan Khan shall retire from Government service on attaining the age of superannuation with effect from May 31, 2024 .
On the next day (June 1), Department of Personnel and Administrative Reforms (Personnel Division) Ning-thoujam Geoffrey issued an order whereby retired MH Khan was appointed as Administrative Secretary of five depts with immediate effect and until further orders.
The order appointed MH Khan as Administrative Secretary of five departments viz; Forest, Environment & Climate Change, Relief & Disaster Management, Rural Development & Panchayati Raj, Administrative Reforms & Training and Tribal Affairs & Hills.
Apart from being appointed the Administrative Secretary of five departments, he was also given the charge of OSD, Manipur Bhavan, New Delhi.
On March 15 this year, MH Khan was appointed as Special Chief Secretary.
If any officer should be re-engaged after retirement, it should be done under a contract/agreement.
The contract/agreement should specify the extended period of service, details of salary etc.
But no such agreement was made before MH Khan was appointed Administrative Secretary of five departments.
Moreover, the order whereby MH Khan was allowed to function as Administrative Secretary did not mention anything about re-engagement.
If it was re-engagement, it should be done with due approval of the Department of Personnel and Training, Government of India or the State Cabinet.
But there was no Cabinet decision for appointment of MH Khan as the Administrative Secretary.
Several quarters are now questioning how a retired employee has been exercising financial power like a normal employee.
