Chinese National convicted, fined

A Chinese National who came to Manipur without the Protected Area Permit (PAP) from the Central Government has been convicted and fined.
The Chinese National identified as Li Yongin (38) s/o Li Jin Yong of Lialan town, Zhong Zham city, Guangdong province, staying at ATS Green Paradiso, Sector 4 Greater Noida, Gautam Buddha Nagar, Uttar Pradesh at present was detained yesterday at Foreigner check post, Imphal Tulihal International Airport at around 12.40 pm while trying to board an Imphal-New Delhi flight for not producing PAP.
The Chinese National was produced before the Court of Chief Judicial Magistrate, Imphal West by a team of Singjamei police station today.
Li Yongin came to Manipur on August 17 along with his girlfriend (from Manipur) to visit some places and meet friends, an APP told the Court.
Li Yongin also disclosed that he is working as process manager of VIVO India company located at Greater Noida, Uttar Pradesh since 2018 after he joined the company.
Li Yongin submitted that he is ignorant of such restrictions on visiting Manipur and he held a valid passport and visa for visiting India.
The Court explained the charges under Section 14 of the Foreigners Act to Li Yongin and he admitted the charges levelled against him.
Subsequently the Court convicted Li Yongin for the offence under Section 14 of the Foreigners Act.
Yet Li Yongin prayed for leniency as the offence was committed without any criminal intention and he tried to leave the State the moment he came to know what he was doing was illegal.
Acknowledging that Li Yongin came to Manipur without any knowledge of the notification requiring PAP from the Central Government, thinking his valid passport and visa are sufficient, the Court detained the Chinese National till the rising of the Court and fined Rs 20,000 .
In default of payment of the fine, Li Yongin shall undergo simple imprisonment of two months, mentioned the Court order.
The Court also directed that Li Yongin shall leave the State immediately after completing the sentence and payment of fine, and the IO case shall monitor the movement of Li Yongin till his departure from the State.
