ATSUM flays State Government

The All Tribal Students' Union Manipur (ATSUM) has said "it is really disappointed over the lackadaisical attitude" of the Government of Manipur for allegedly procrastinating in the some of the charter of demands that need immediate rectification in the Education Department.
In a statement issued by its education secretary Lovejoy Shimrah, ATSUM said that the Directorate of Education (S) in its notification dated May 11, 2016 has prescribed benchmark criteria for recruitment of Primary Teachers and Upper Primary Teachers under SSA and RMSA with Diploma, B Ed and TET.
Compared with the fact that fully knowing the setback of making benchmark criteria in recruitment of teachers, the 15 executive members of ATSUM and the 12 Cabinet Ministers meticulously deliberated the pros and cons and arrived at an understanding that setting TET, B Ed and other diploma courses shall be relaxed as one time measure to meet the pressing need of the hour, the statement said.
It said that to that end, the Education Minister has been assigned by the Chief Minister to give stringent directive to the Directorate of Education for issuance of corrigendum at the earliest.
However, the department has turned a deaf ear to the cries of the tribals leaving educated untrained youngsters between the proverbial devil and the deep blue sea, the union regretted.
"ATSUM therefore reiterates our demand for exemption of the benchmark criteria of qualifications as assured during the discourse with the Chief Minister and his Cabinet colleagues on May 16, 2016.It's a matter of urgency that corrigendum should be issued in all local dailies to dispel from confusion arising out of the official notification issued on May 11, 2016," it said.
The union said that with the assurance of fulfilling all the pending charter of demands within a month's time, June 11 has been fixed for the second round of talks (2016) to discuss the unfinished agenda.
It, however, said the union is skeptical of the tall promises to come out positively on time as the response from various departments do not toe the line as demanded.
"Separate State Commission for Scheduled Tribes, issuance of offer forms to 217 Higher Secondary recommended Lecturers, declaration of the results of 280 Assistant Professors, Bed centres in the hills, regularization of adhoc teachers, bifurcation of power to Additional Director (Hills), tribal quota in Manipur Legislative Assembly Secretariat, transfer of Land Records, special recruitment drive for ST in JNIMS hospital to fill up ST backlog posts, absorption of direct recruited staff of DRDA into line department, discrepancies of EGS are the long-pending demands," the union mentioned.
With two main charter of demands�implementation of reservation policy in admission in Central Universities, and implementation of compendium on reservation for Scheduled Castes, ST and Other backward Classes in services�the Ministry of Human Resource Development, Government of India signed by the Joint Secretary KP Singh has sent a missive by speed posted on June 3, 2016 to all Registrars of Central Universities (40) including Manipur University to follow the reservation policy in admission in all courses as per the provisions contained in the Central Educational Institutions (Reservation in Admission) Act, 2016, it added.
The union said that as per the policy, it stands at 31 percent for ST and adherence to DOPT order dated June 25, 2010 wherein stated that reservation policy in appointment of non-teaching staff, University may follow the quantum of reservation in Group 'C' and erstwhile Group 'D' posts in all Central Universities is indicated as 34 percent for Manipur State.
It demanded that the confusion in Central Universities with regard to admission and employment in Group 'C' and Group 'D' posts in RIMS, MU, CAU and NIEIT should be dispelled henceforth, adding that corrigendum in this regard should be issued by all Central Universities in case of any post advertised earlier.
