ADB dropped from Imphal Ring Road Project

Imphal, August 05 2026: The State Government has decided to drop Asian Development Bank (ADB) from the Imphal Ring Road Project.

Rather, the Government has decided to execute the project from its own sources of funds.

Well placed sources said that the Khemchand Government has decided not to seek any financial investment from the ADB for the Imphal Ring Road Project.

The State Government has adopted a decision at the highest level to execute the project with funds drawn from its own sources.

For over 10 years, the State Government was planning to take up the Imphal Ring Road Project as an externally aided project with 80 per cent funding by the ADB .

However, the ADB was delaying the project citing one reason or another.

This gave an impression to the State Government that the ADB was not interested to invest in the particular project.

Even though the State Government and the ADB had been talking about the project for over 10 years, the two entities were nowhere near signing any loan agreement, according to the sources.

Notably, the total length of the project is around 51.23 Kms and the project execution has already started.

With the ADB showing little interest to invest in the Imphal Ring Road Project, the State Government resolved to carry on and complete the project with funds drawn from its own sources, said the sources.

The estimated cost of the Imphal Ring Road Project is around Rs 1760 crore.

Even if the ADB comes forward to invest in the project, the State Government has decided not to take any loan from the ADB for the project.

The earlier BJP Government led by Chief Minister N Biren laid the foundation stone of the Imphal Ring Road Project on January 29, 2024 .

The project which will skirt around Imphal West and Imphal East districts was planned with the main objective of reducing traffic congestion at Imphal city.

Even though the foundation stone was laid in 2024, no loan agreement was signed between the State Government and the ADB.

While the ADB was dillydallying to sign a loan agreement, the project execution was started and the State Government has so far spent Rs 100 crore in paying liabilities to contractors, said the sources.
