Recalling and detailing the efforts made by the KYKL, PREPAK and UNLF to bring the factions of the KCP under one single unit, the joint statement said that out of the leaders of the six factions, KK Mangang, Laba Meitei, Lamphel and KK Nganba were in the Central Committee which was elected by an earlier congress of the outfit.
The decision of the KYKL, PREPAK and UNLF to unite the factions of the KCP was then conveyed to the six leaders to come for a joint dialogue.
The leaders of the six factions responded positively and a joint meeting was held somewhere on foreign soil, said the statement and added that in all the important meetings, the UNLF was represented by its vice chairman, general secretary of the KYKL and a PREPAK nominee as observers.
After a series of informal meeting, a formal meeting known as Enlarged Central Committee was held from May 4 to 8, 2006, with K president KK Mangang in the chair recalled the statement and added that the KCP members present at the formal meeting were KK Mangang, president; Laba Meitei, general secretary; Lamphel Luwang, home secretary; KK Nganba, finance secretary; Pakhanglakpa, secretary of information and public relations; Pibarel Mangang, secretary publicity and propaganda; Kokkai Meitei, senior member; City Meitei, commander of mobile task force and Tombi Meitei, unit commander.
With all agreeing that a party congress should be convened soon, a three Adhoc Central Committee with KK Mangang as the convenor was formed, said the three outfits and added that the other members included Laba Meitei and Lamphel Luwangcha.
Moreover to assist the Adhoc Central Committee a five member Consultative Group was also formed with the members being KK Nganba as the convenor of the Consultative Group, Pibarel Mangang, Pakhanglakpa, Kokkai Meitei and City Meitei.
However the party congress could not be convened very soon as problems arose over the venue of the proposed congress and finally after five months it was held from October 20 to 23 in 2006 and a CHq with KK Mangang in the chair.
Other than the cadres of the KCP who were either in jail or somewhere far away, all the rest were present at the congress, asserted the statement and added that representatives of the KYKL, PREPAK and UNLF were also present as observers.
During the congress a new constitution was drafted and a new five member Central Committee of the KCP was formed, the statement said and recalled that the members of the Central Committee were Laba alias Senggoi Meitei as president; KK Mangang alias Leibakmacha as vice-president; KK Nganba as general secretary; Pakhanglakpa as organisation secretary and H Poirei as information and publicity secretary.
The representatives of KYKL, PREPAK and UNLF who were present as observers were Lt Col Puyaning ACCM (UNLF), 2nd Lt Sunil (PREPAK) and T Ibochouba, secretary organisation (KYKL).
Thus the newly formed Central Committee of the KCP was formally recognised by the three outfits, said the statement.
However difficulties and problems started after the congress of the KCP as well as before it was held, said the statement.
Just one before the congress was to be held, Laba alias Senggoi Meitei was arrested by the security forces while he was on the way to attend the said congress, said the statement.
Two months after the congress, two KCP cadres, namely commander comrade capt Tombi and comrade Pte Mithai were killed by the 24 AR personnel on the Indo-Myanmar border on December 24, 2006, recalled the statement.
The killing of the two cadres gave rise to suspicion that it could be due to some inside job of the KCP, said the statement and added that a joint investigation was conducted by the KYKL, PREPAK and UNLF.
During the course of the investigation it was confirmed that the arrest of Laba as well as the killing of the two KCP cadres was the handiwork of KK Mangang alias Leibakmacha and his men, claimed the three outfits and added that Leibakmacha along with seven of his followers were held captive by the KYKL, PREPAK and UNLF.
