After the formation of the RJC at Sylhet in Bangladesh, KCP under the leadership of the late Bajihan M Ibopishak and late Bajiyaima Y Ibohanbi started working towards its revolutionary ideals and goals, said the statement.
When the UNLF broke up into two groups, one led by N Oken and the other by Meghen, KCP believed that the Oken was in the right and hence offered his men shelter and forged a united stand to fight against the Meghen group, it claimed.
In the ten long years of clashes between the two, hundreds lost their lives, recalled KCP (MC).
The KCP under Baji Ibopishak did not remain silent and was instrumental in helping the Oken group set up the KYKL on April 25, 1994. However since no one was really keen on unity, the KYKL again split into KYKL (Oken) and KYKL (Toijamba), said the statement.
The culture of splits and factionalism continued after the passing away of Baji Ibopishak and Baji Ibohanbi, said the outfit and admitted that today KCP has splintered into many groups.
To bring the factions together, the 2nd Congress of the outfit was held and an adhoc central committee was set up and office bearers were elected on October 26 to give new directions to the party, said Lanheiba.
However the unification move was given a sudden jolt by the mass killing of 8 KCP cadres including its president Baji Leipakmacha alias KK Nganba on March 7, 2007 after a summary court martial.
Those eliminated along with Baji Leipakmacha included capt Promila and Lt Sana.
The eight were eliminated by the KCP (Noyon) group, it claimed and added that even their bodies were not handed over to the family members for the last rites.
Following this a large number of Red Army of the KCP came together and formed the KCP (MC) on August 3, 2007 under the leadership of Lanheiba alias Mangangthoi.
Ever since then the members of the Council have been working over time to strengthen the outfit, said Lanheiba and comrade Ibungo alias Inakhunba of Thamnapokpi Mayai Leikai laid down his life during an encounter with the security forces on August 20, 2007 at Awang Sekmai.
The outfit lost one 9 mm pistol and one M 20 pistol, said Lanheiba.
The outfit also issued a stern a warning against corrupt practices in the appointment of employees under the ICDS project in the Social Welfare Department and towards this end an EY Shell was placed at the residence Director K Nabachandra on October 24, 2007. On the same day the residence of Social Welfare Minister N Loken was fired upon to ring out the stand of KCP (MC), said Lanheiba.
Even as the outfit is out on a mission to cleanse corruption, one Samu alias Mangoljao has been tarnishing its image by posing as the chairman, president and C-in-C of the Council, alleged the statement.
Working hands in glove with some surrenderees and to be in the good book of the security forces, Samu has been issuing press releases related to extorting money from the public, it alleged and warned all those who are using Samu as a human shield to tarnish the image of the KCP (MC) to come out in the open.
It warned that if the ultimatum is not met with then the outfit will start targeting the elders of these elements.
Turning to the public, Lanheiba urged them question Samu under which batch he underwent training, what his army number is.
Samu was in fact used by one Boy for his own personal gains in the name of the outfit.
Boy was killed on February 22, 2004, it reminded.
It also came as no surprise to the party to hear the report that Loya alias Ranjit alias Lalngakpa announced to the press that Samu had surrendered to the KCP (MC).
Loya was in fact expelled from the outfit for anti-party activities and for associating himself with the 19 Assam Rifles based at Yaingangpokpi, it said.
Lanheiba also appealed to the public not to entertain any demand notes of the KCP (MC) if it does not come under the signature Lanchenba Meitei, the chief of central finance of the outfit.
Stressing that the Council does not believe in fratricidal killings, Lanheiba said that Samu should surrender by April 14, 2008 or else he will be awarded the due punishment.
Reiterating its earlier stand, Lanheiba said that KCP (MC) is now ready to take on the UNLF for its alleged anti-revolutionary activities.
Towards this end four divisions have been set up and the Lanjaba units have been instructed to report to their respective divisional commanders, said Lanheiba.
Since there is always the possibility that a clash may occur with other revolutionary groups due to communication gap one monitoring cell for each division has been set up for quick information, said the statement and also gave an e-mail address as [email protected]. The northern division is under the command of Lt Salai (iv Lanjaba unit KFL), southern division under Lt Korou (iii, Lanjaba unit KFL), eastern division under Lt Royalson (ii, Lanjaba unit KFL) and western command under Lt Sanou (1, Lanjaba unit KFL).
The 'total punish' drive will be under the overall command of the Central Security Council, added the statement.
The outfit also appealed to other revolutionary organisations not to take the decision of the KCP (MC) in the wrong light.
It also offered its salute to the late Baji Leipakmacha alias KK Nganba and the other comrades killed along with him.
To commemorate their elimination the outfit will observe March 7 as 'Anti-Mass Killing Day', said Lanheiba and informed the public that the Council will not impose anything on the people on this day.
All comrades of the outfit will however cease work for the day and pay their respect to the departed souls at the Ghq and Unit Hqs.
