The Chairman of Khoubumai (Phuba Thapham), Phyabumai (Phuba Khuman), Zhaimai (Liyai) and Ngari Lishang of Senapati district have expressed strong resentment for non completion of work undertaken by LS Asheli, special class contractor, PWD, Manipur.
The press statement submitted said that the four villages have held a meeting on the road construction in their villages under PMGSY during which they objected to the width of the road saying the width was not in compliance with prescribed norms such as non construction of any slab culvert stretching over 31 kms, utilization of sub-standard materials for construction of 30 culverts out of more than 100 culverts.
They further alleged that out of the 31 kms only 3 kms of hill slope were dressed and out of 11 kms from Lakhamai to Ngari Lishang villages just 4 kms were haphazardly cut where not a single culvert is contructed among others.
The statement stressed that the contention of Asheli (contractor) that work progress was inquired by the state and central government is suspicious because the inquiry team never reached the villages, and added the non completion of the work has shown in the media as a witness.
Further, it ridiculed the statement of executive engineer of PMGSY stating 40 percent is given to the underground militants, 20 to department concerned, 20 percent profit for work agency and only 20 percent of the fund is to be used for executing the work.
"As the contractor is solely responsible for the maintenance of the road likewise the village authority councils are responsible to register grievances of the general public", said the joint statement.
