RIMS nurses protest seniority snub, cease work

Imphal, May 26 2014: Denoun-cing alleged irregularities com- mitted by RIMS authority in promotion process, nurses of the medical institute resorted to cease work strike this evening but the agitation will, however, be relaxed till 9 am tomorrow on humanitarian ground as well as to enable the patients shift and continue treatment at other medical centres.

According to RIMS Nur-ses Association Lamphelpat (RNAL) member H Tampha said the order issued by RIMS authority on February 18 this year which promoted six Nursing Sisters to the post Assistant Nursing Superintendent was erroneous.

Nurses were promoted in 2009, 2010 and also in 2012 based on seniority list.

But the promotion of 2014 totally overlooked the seniority list.

The order gave promotion to a Nurse after jumping 13 senior Nurses.

Ksh Binokumari is one of the promoted Nurses.

She got the promotion on SC quota but her promotion to the post of Nursing Sister was still vague and her name was not found in the extended zone too.

Highlighting these points, RNAL submitted a written re-presentation to RIMS authori- ty seeking review of the promotion order but RIMS authority has been paying no heed to the complaint till date, Tampha said.

An order passed by Gauhati High Court, Imphal Bench on September 16, 2011 after perusing a writ petition filed by H Tampha, Ch Subadani and W Mombi said that Binokumari had retired.

The respondents listed in the case were RIMS, Union Health and Family Welfare Ministry and Ksh Binokumari.

The defence counsel, however, did not say in clear terms whether Binokumari had retired or not and this was mentioned in the Court's order.

What is surprising is the presence of retired Binokumari in the new promotion list.

Apart from the dubious promotion, the same promotion was done after skipping 13 Nurses in the seniority list.

This anguished all the Nurses of RIMS, Tampha said.

She said that they suspect a conspiracy was hatched between defence counsel Advocate Y Nirmolachand and petitioners' counsel Senior Advocate HS Poonam and gave wrong information to the Court.

The High Court order passed in 2011 also mentioned that W Mombi, one of the three petitioners had retired.

But it was only in December last year that Mombi retired from service.

All these matters were highlighted during a meeting with the RIMS Deputy Director but the two sides could not arrive at any understanding, and hence the agitation was launched, Tampha said.
