Cabinet proposes House session from July 31

The State Cabinet has decided to make a proposal for commencement of the next State Assembly session from July 31 .
With Chief Minister N Biren in the chair, the State Cabinet held a meeting in the Chief Minister's Secretariat at 10 am today.
Later briefing media persons in the afternoon, Government spokesman and IPR Minister Dr Sapam Ranjan said that the Cabinet meeting went on till 1.30 pm.
The Cabinet meeting decided to send a proposal to the Governor's office for summoning the next State Assembly session from July 31 .
The last sitting of the State Assembly was held on March 5, 2024 .
Dr Sapam Ranjan said that the State Cabinet has given its approval to amend the Dhanamanjuri University Act under which rules for appointment of Vice Chancellor, administrative officer etc would be laid down in clear terms.

The amended Act would also spell out who would be given authority to remove the VC, Dr Ranjan said.
The Cabinet meeting gave approval to adoption of the National Pension System for the employees of DMU.
The State Cabinet also adopted a decision to rationalise Ministerial staff and VDF.
Earlier, VDF personnel were posted only in their respective home districts.
Now the VDF personnel will be transferable from one district to another as and when the Cabinet decision adopted today comes into effect, Dr Ranjan said.
While hailing the contribution of VDF in maintaining law and order, the Cabinet instructed the authority concerned to rationalise the strength of VDF personnel in each and every district, said the Government spokesman.
Amendment of the Manipur Private Schools (Registration & Regulation) Act 2017 and framing of the Manipur Private School (Registration and Regulation) Rules, 2024 was another resolution adopted by the State Cabinet.
The State Cabinet gave its consent to a proposal for framing a separate Manipur Health Service (Dental) Rules, Dr Ranjan said.
Another proposal for appointment of a CEO for the Loktak Wetland Integrated Management Plan was also approved by the Cabinet.
The State Cabinet further agreed on allotment of land which is already within the Imphal International Airport campus to the Airports Authority of India.
Dr Sapam Ranjan said that the land which would be allotted to the AAI has already been acquired and it would not require fresh acquisition.
Allotment of land for construction of AYUSH Dispensary at 17-Chaobok village, Lilong sub-division, Thoubal and construction of Court complex of District & Session Judge, Churachandpur has also been approved, he informed.
The Cabinet meeting also resolved to initiate a process of recruiting necessary staff in order to strengthen Manipur Secretariat's Records and Library Section, he said.
The Cabinet decided to issue a fresh notification for filling up vacant (direct recruitment) posts in the Directorate of Economics and Statistics.
A committee would be formed to investigate alleged irregularities in the recruitment process held earlier.
If the alleged irregularities are confirmed after investigation, the recruitment process would be cancelled as per a Cabinet resolution adopted today, Dr Ranjan said.
The Cabinet further gave approval to e-auction fancy registration numbers of vehicles through VAHAN portal.
This would facilitate people choose their preferred registration numbers through the e-auction process, he said.
The State Cabinet approved creation of 42 posts of Extension Officer Panchayat in the Directorate of Rural Development and Panchayati Raj.
The Cabinet gave its consent to amendment of the Manipur Human Rights Commission (Salaries & Allowances & Other Terms and Conditions of Service of the Chairperson and Members) Rules 2004 .
The Cabinet meeting also agreed on appointment of 12 regular posts for District & Session Court Chandel, three regular posts of Public Prosecutor, two drivers, eight peons, one chowkidar, one sweeper cum mali and two peons for the office of PP (district) Chandel, Dr Ranjan informed.
The Cabinet further gave consent to filling up of vacant posts of Government Advocates (HC) and the Directorate of Prosecution, the Government spokesman added.
