Imphal, March 09 2026: As the seventh session of the 12th Manipur Legislative Assembly resumed today, Chief Minister Yumnam Khemchand who is also in-charge of Finance Department tabled a budget estimate of Rs 31,356.67 crore for the financial year 2026-27 .

Of the total budget estimate, Rs 24,175.35 crore should be passed by the House while the remaining Rs 7181.32 crore is charged expenditure.

Tabling the budget estimate, Chief Minister Y Khemchand stated that the Centre sanctioned a special package of Rs 2198 crore for repayment of loans taken by the State Government at high interest rates, security-related expenditures, expenditures incurred in deploying Central paramilitary forces and for rehabilitation of internally displaced persons.

He claimed that the State's development pace has picked up with the improvement in law and order situation.

The State's revenue collection grew by 38 per cent in 2026-27 as compared to 2024-2025.Revenue collection in 2024-25 was Rs 2,087 crore and it rose to 2,887 crore in 2026-27, Khemchand said.

The Chief Minister stated that his Government has been working to enhance revenue expenditures, rationalise expenditures and keep growth-enhancing expenditures untouched.

Saying that the Central Government has been providing all possible assistance toward rehabilitation of IDPs, Khemchand informed the House that the Central Government has approved a special package of Rs 119 crore for construction of 7000 houses for IDPs, besides providing financial assistance of Rs 1.70 lakh to each displaced family.

This is in addition to the Rs 1.30 lakh provided by the Rural Development Ministry under PMAY-G scheme to each displaced family, he said.

Moreover, the Central Government has approved Rs 70 crore under a compensation scheme.

Under this scheme, families whose houses were burnt down completely will be given Rs one lakh each and 50 per cent of the approved amount has been already sanctioned, Khemchand said.

Further, in order to provide necessary assistance towards rehabilitation of IDPs, an amount of Rs 734 crore has been earmarked in the budget for 2026-27, he said.

The Chief Minister announced that a scheme will be introduced this year with the objective of enhancing financial well being of women through self help groups.

Under this scheme, financial assistance will be given to women SHGs for three years and it is expected to benefit 3.5 lakh women.

Each beneficiary will be given Rs 10,000 in the first year through DBT.

An amount of Rs 350 crore has been already earmarked in the budget for the same scheme, Khemchand said.

Saying that the budget is giving special attention to construction of road infrastructure, the Chief Minister stated that the existing roads will be expanded, strengthened and upgraded.

For construction and upgradation of roads, an amount of Rs 914 crore has been incorporated in the State budget, he added.

Khemchand asserted that the State Government's initiative to construct and improve roads will be supported by funds from MoRTH, DoNER, NESIDS and SASCI schemes.

He further informed that necessary amount has been reflected in the State budget for releasing financial benefits entitled to retired employees.

Saying that the fund received from the Central Finance Commission forms 40 per cent of the State's total revenue receipts, the Chief Minister informed the House that the State's allocation of tax transfers and grants for 2026-27 have been reflected in the budget.

Claiming that the Government has taken up several measures for development of the State and employment generation, Khemchand said that his Government's priority areas in 2026-27 include enhancing connectivity, skill development, women entrepreneurship, tourism, irrigation facilities, improving urban roads, development of drainage systems and asset management.

The Chief Minister also tabled Demand for Supplementary Grants 2025-26, amounting to Rs 3260.65 crore.
