If Govt dithers over implementing ILPS by Nov 18...: Public convention resolves to enforce ILPS

A public convention held today at MDU hall on "Present status of ILP movement in Manipur" resolved to enforce Inner Line Permit System in Manipur from November 19 in case the State Government does not implement the same system by November 18 .
The convention held under the aegis of the Joint Committee on Inner Line Permit System (JCILPS) adopted a number of resolutions, the foremost being implementation of ILPS by the State Government by November 18 .
If the first resolution cannot be implemented within the given deadline, JCILPS would enforce the permit system all over Manipur from November 19 and intense mass movement would be launched, said the second resolution.
Condemnation of the silence of the all political parties committee on the issue and initiation of befitting action against Additional SP Victoria were some other resolutions of the convention.
Former Minister RV Mingthing, Minority Commission Secretary Prof Abdul Hakim Saha, Komrem Students' Union, Manipur president M Angampa Kom and JCILPS convenor H Ibotombi attended the convention as presidium members.

Ibotombi Khuman said that JCILPS always respect people's movement for implementation of ILPS in Manipur.
Even as a large number of students and Meira Paibis have suffered a lot, the people's collective wish has not been fulfilled yet.
There is no sort of understanding between the JCILPS and the Government.
JCILPS together with the people would carry on all sorts of mass movements until the common demand is achieved.
"We cannot sit idle.
We must protect the indigenous people", Ibotombi said.
RV Mingthing recalled that Manipur was a kingdom which has its written history spanning over 2000 years.
It is the duty of the MLAs and MPs to protect the indigenous people of Manipur.
M Angampa Kom called upon all the people of Manipur, irrespective of hills and valley to struggle collectively for implementation of ILPS in Manipur.
RK Ranendrajit maintained that the Government of India's consent was not necessary for the State Government to put in place certain measures for protection of indigenous people.
Former UCM president Yumnamcha Dillipkumar asserted enactment of any legislation for to protect indigenous people is permitted by the Indian Constitution.
Enactment of such a legislation can never be termed anti-National, he observed.
Observing that the Chief Minister is well adept in tackling public issues/uproar, Dillipkumar urged the Chief Minister to take a concrete decision on enforcement of ILPS instead procrastinating the issue.
The then BJP Government tasted bitter defeat during the mass movement of June 2001.He also suggested submission of a memorandum to Prime Minister Narendra Modi for enforcement of ILPS in Manipur before the Manipur Sangai Festival 2014 .
JCILPS student wing convenor Moirangthem Angamba questioned the incapability of the State Government to enact a legislation for protection of the State's indigenous people.
Whereas the Government has been adamantly objecting to implementation of ILPS, the Government has been indulging in rampant human rights violation by imposing AFSPA.
Editors Guild Manipur president A Mobi observed that enforcement of ILPS is permissible under the Constitution of India.
At the same time, the general public should not promote permanent settlement of outsiders in the State.
