Ukhrul murder, Kangla abduction pre-planned, says Deputy Chief Minister Gaikhangam

Imphal, January 05 2013 : Abduction of a non-local from Kangla and subsequent murder as well as the killing and burying of a man at Finch's corner in Ukhrul district seemed premeditated, opined Deputy Chief Minister Gaikhangam.

Speaking to media persons at Congress Bhavan this afternoon, Gaikhangam stated that those security personnel who acted like frankenstein rather than doing their duty would never go scot-free.

Taking serious note of the abduction of Shankarlal Swami from Kangla and subsequent murder, the State Government decided to hand over the case to CBI so that all the culprits are awarded exemplary punishment.

In the meantime, the two IRB personnel involved in the murder have been placed under suspension.

Police were able to round up all the accused by tracking telephone calls.

It was one of the most abominable and ghastly criminal acts, Gaikhangam remarked.

Condemning in the strongest term the killing and partial burial of Police Constable Laishram Ibohanbi at Finch Corner, Ukhrul, the Deputy Chief Minister asserted that no one has the right to take life of a man even if the victim was defying any bandh.

It looked like the cruel murder was pre-planned, Gaikhangam said.

Stating that there are suspicions of unlawful elements trying to infiltrate Manipur Police, the Deputy Chief Minister reminded that one SI was dismissed from service and the case was handed over to CBI for necessary investigation.

Conceding that there were some lapses in recruitment of police personnel or during their training sessions, Gaikhangam stated that physical test would be videographed when 2000 more police personnel are recruited anew as planned by the State Government.

Moreover, antecedents of all the candidates would be examined most stringently.

On being enquired whether one can assume that the forthcoming police recruitment would be 100 per cent corruption free, Gaikhangam stated that he cannot make it happen all alone but needs collective efforts.

Observing that stringent laws are required to check crimes against women, the Deputy Chief Minister informed that all police stations have been alerted regarding such criminal activities.

One accused in the rape case of a chilli (U-Morok) hawker who was undergoing treatment at JN Hospital after being sentenced to jail has been sent back to jail.

Maintaining that the Government has taken up due measures to pull up Livingstone, he informed that it has been decided to send an all-party delegation to the Centre on January 16 to highlight the Chandel outrage and subsequent developments.

The Government is not keeping quiet.

The delay was due to the series of incidents which took place in the State recently.

Opposition parties need not be impatient for this little delay.

The matter of Delhi trip has been conveyed to opposition parties through CPI State secretary Dr M Nara.

Informing that the meeting with KNO and UPF discussed about modality of political dialogue, Gaikhangam stated that the Government has decided to prohibit all vehicles to pass through Kangla except the motorcades of the Governor and the Chief Minister.
