Resettlement of IDPs has begun, says CS

Chief Secretary Prashant Kumar Singh has stated that the Government has taken up necessary measures for resettlement of IDPs currently staying in relief camps at their homes in three phases, and the first phase of resettlement has already begun.
As for the IDPs from Churachandpur, Kangpokpi and Moreh where the situation is not favourable enough for resettlement at the moment, the Government has initiated necessary steps to accommodate them in prefabricated houses.
Speaking to media persons after an event held at Hotel Imphal today, the Chief Secretary said that the second phase of resettlement will be done in October this year and the third phase in December.
After December, all the relief centres will be shut, said the Chief Secretary.
In the first phase, most of the IDPs will be resettled at their homes/villages within the current month, PK Singh said.
In order to open National Highways to all communities, the Ministry of Home Affairs has held several rounds of talks with CSOs.
All communities will be able to move freely on National Highways shortly, he said.
The Chief Secretary said that the number of IDPs has come down from around 62,000 to around 57,000.In Churachandpur and Kangpokpi too, IDPs have started going home, he added.
Around 7000 to 8000 houses were destroyed during the violence.
The Government has made necessary arrangements to grant Rs 1.70 lakh each for construction of the destroyed houses.
This sum will be handed over to the affected families and they will have the freedom to construct their houses in whatever way they want, the Chief Secretary said.
The Government will also provide financial assistance for repairing houses which were not destroyed but abandoned for a long period because of the protracted crisis, he said.
As for the IDPs from Churachandpur and Moreh where the situation is not favourable enough for resettlement at the moment, the Government has initiated necessary steps to accommodate them in prefabricated houses.
The Government has also taken up security measures so as to enable farmers cultivate paddy at those places where they face threats and attacks, PK Singh said.
Now farmers of both the communities can be seen working on paddy fields with a short distance separating them.
The farmers are even sharing water.
This is a positive development, he remarked.
As of now, there is no official intimation about Prime Minister Narendra Modi's visit to the State.
Nonetheless, due preparations are underway for inauguration of several projects including Civil Secretariat, Police Headquarters and the new Manipur Bhavans being constructed at Delhi, Kolkata etc, he said.
The Chief Secretary said that Aadhaar enrolment and updation would not be an easy process in Manipur.
If a person of 18 years and above wishes to enrol for Aadhaar, the application must reach the Special Secretary (Home) and the Aadhaar enrolment will be done only after an enquiry, he said.
Birth certificate will be necessary for Bal Aadhaar.
Children will be given Aadhaar when their fingerprints and other biometrics can be collected (5-7 years).
These Aadhaars will be updated when the children are 15 to 17 years old, the Chief Secretary added.
Earlier in the day the Chief Secretary attended the 2nd foundationday celebration of Manipur State Commission for the Scheduled Tribes (MSCST) held at the Sangai Hall of Hotel Imphal under the theme "Promoting Unity in Diversity".
Speaking as the chief guest, the Chief Secretary proposed that the next foundation day celebration of MSCST be held in one of the hill districts to ensure broader participation from the tribal communities.
He expressed hope that with the improving situation in the State, next year's celebration would witness participation from every tribal community across Manipur.
