It is better late than never to create and promote a Think Tank(an expert body) which should justify its existence by delivering concrete results in terms of real and valuable advises, suggestions and solutions to the various problems besetting Manipur society.

Some of the problems are the problem of youth unrest, the unemployment problem, problem related with the quality of education and its accessibility, the problem of corruption in all level, the crisis of trust in public institutions and the pathetic conditions of the state of affairs of the state, the negative impact of fear psychosis, issues related with the pluralistic society and its dynamics, problem concerning the expectations and inspirations of the common people, problem arising out of poor Governance in the sphere of public distributions system, poverty elevation program’s. Thus the problem are many and intricately inter related.

The Think tank should be able to address this issues and the problem besieged Manipur’s Society, besides giving creative and constructive support to the existing public institutions and individuals who are engage in development activities..

The Think tank shall deliver only the most appropriate and the best possible advises and suggestions. To achieve this endeavor, the Public, the N.G.O.’s, and the Government shall cooperate with them to the fullest so that they can do their job in a mission mode with great vision and a definite goal.

Further they should be empowered with certain consensus authority and immunity so that they perform effectively and efficiently, and without much unnecessary and unworthy interference. The output of this Think tank shall comes out only after due deliberations, debates, discussions and successive Brainstorming sessions.

Moreover the team of the Think tank shall consist of people of high caliber and eminent personality drawn from diverse fields and the area of research which is relevant to the problem in hand. They are expected to have a high morale, integrity and objectivity. So that the team can deliver justice while discharging their assignment.

Thus their intellectual efforts shall be properly treasured by capitalizing them and their output as a national asset.

It is relevant to note that developed nation like U.S.A and Japan have already formulated programs and policy to create and to promote Think Tank to do research on their socio-economics problems and pressurized their Think tank to come out with answers or solutions best suited to their conditions .

In fact they have taken initiative and aggressively promoting institution like think tank since late 1960’s. The finest example is the creations and promotion of IRRPOS(Inter disciplinary Research relevant to problems of Society), RRPOS(Research relevant to problems of Society), which was launched in 1968 and 1972 respectively, under the initiativeof the National Science foundation, USA.

And to our prevailing local condition, it will be a huge challenge to find out how the very spirit to grow and the freedom to develop was tampered and killed and find treatment to cure the disease, to prevent it or to limit its damage. Is it the enemy within or without or both? We should find the answer somehow and a beginning have to be made to attain the eternal spirit to grow, to develops, to prosper so that the people of this great state shall led a meaningful life with great satisfaction and freedom.
