Hindi and Ministership

The one who had studied Hindi up to class 12 has been left out. But those who studied up to class eight have been abundantly inducted as Ministers.

And on a complimentary basis too those who can barely communicate in Hindi are also included. Shah ji, please note down. When the bench mark is now class ten, the one who studied Hindi beyond Matric is being ignored. In the next reshuffling this case may be taken up.

I am not sure whether certificates pertaining to Hindi were checked. These things are being done at the application level. If the certificates are not checked properly, it can be done again. It is not mandatory to carry a Hindi credential but it is complementary and supportive.

It seems those who have studied Hindi and could speak well in the language get special weightage. Shri Kiren Rijiju ji is made the Union Cabinet Minister of this country because of his manoeuvring skill in Hindi in addition to his other qualities and qualifications.

In the current dispensation top leadership in Delhi are happy while talking in Hindi. Our State in charge is capable of convincing the top brass in Hindi. That is his major advantage.

Those MLAs who are very comfortable in Hindi unfortunately could not meet the top brass before the expansion. Sooner or later they will get the chance. Mixing Hindi with English while talking to the top leadership causes irritation and often produces negativity.

Hon. CM speaks fluent Hindi because of his training in BSF. Few MLAs though very comfortable in both English and Hindi – they tend to speak English; that is not encouraging rather counter productive. Most of the MLAs who are in the new Assembly are educated and Most of them studied Hindi up to class 8. Now the yardstick will be class 10.

One college Prof says at least some well-educated Ministers should be there in the Government. It is there. Now we have Dr, IPS, IAS, MAs, BAs etc., in the Cabinet. And those who are not part of the Cabinet may try to get some political posts like – Advisor to the CM or Government. Moreover some vacancies are also there in the form of Chairmanships for various Corporations or State run public sector units.

A scientist who is doing serious research on IA and language told me that after a few years from now we won’t need to learn any extra language - in addition to one’s mother tongue. Google translate or other AI tools will do the needful.

Suppose your mother tongue is Hindi you don’t need to learn any other language. Through your mobile translation application you will be able to communicate in almost all the major languages of the world instantly. However one may learn dialects which are on the verge of extinction; IA or Google may not take care of these dialects because of commercial and demographic reasons.

For better understanding of tiny cultures and miniature groups, special learning will be interesting. What about learning Tarao or Purum ? Big culture will never understand the fear and trauma of tiny culture. Sharda ji , Biren ji and Patra ji whenever they have a meeting they communicate in Hindi. They are more comfortable in Hindi though Patra ji is in a habit of murmuring in Odia when confussed.

CM Saab sometimes tries to talk in English but Patraji requests him to speak in Hindi for better understanding. All the three are puka Nationalists; they use the native official language.

I am not saying that English is not our official language at the National level. Though both Hindi and English are still our official languages at the National level, preference may be made according to our own affiliation and ideology.

It is learnt from a reliable source that those who have submitted their bio data in English are not gone through properly even at the screening stage. Those who have submitted their resume in Hindi got the right opportunities; and some got through.

It reminds me of our honourable Minister of External Affairs and Education that he submitted his bio data of 16 pages in Hindi to the Hon. Prime Minister while applying for Ministership. An English copy was also attached, but due importance was given to Hindi.

Sharda Devi and Biren ji could explain the expansion in clear terms to the top bosses in Hindi;
one is inducted as he defeated the incumbent Congress president;
another on the basis of caste representation;
one as ethnic representative (earlier one was on Mahila quota) ;
one more from NPF following coalition dharma and considering threat perception ;
one for calmness and decently declining Speaker’s post ;
the last one for unstinted loyalty to CM and implementing Party manifesto in advance like distribution of laptops and bikes to the students.

Hindi will remain the main lingua franca of the country; Hindi as an optional option makes the people feel more comfortable.

Hindi speakers are growing rapidly. In 1971, 37% of the population spoke Hindi, today in 2011 the number of Hindi speakers has jumped up to almost 44% of the population. Hindi literacy is already embedded . What is the hurry and worry Sir ? Kapil Sharma, Chota Bhim, Amitabh Bachchan, CID and Big Boss will do the needful.
