A Discussion on Arming of Civilians in Manipur

The Government of Manipur has taken steps to arm the civilians as a part of its counter insurgency measure. This move has come about in the context of a demand for arms by the villagers of Heirok and Lilong Chajing in the aftermath of the killing of civilians by the armed insurgents in these areas. While the villagers have welcomed the move, some have expressed opposition to the same.
But the response of the general public by and large seems to be ambi-valent. Nonetheless, the move of the government has raised questions that have critical bearings on the nature of polity and society.
For instance, does the move amount to abdication of responsibility by the state to protect its citizens, and will it deepen the language of violence in civil society?
Given that it is a response of a democratic state, which has been confronted by armed insurgency, does this move underscore the limit of democracy or a lack of vision of the leadership?
More specifically in the context of Manipur, what does this move speak of the hitherto existing paradigm that informs the counter-insurgency measures undertaken by the state?
What does it speak of the experiences of the people in the insurgency riddled Manipur? What does this latest development speak of the nature of insurgency in the state?
