Subject: Practical Suggestions for Opening National Highways in Manipur
Greetings from the World Meetei Council!
It is with a great sense of disappointment and concern that we, the citizens of Manipur, are observing the unprofessional manner in which the State Governor, who is at the helm of affairs in Manipur, is attempting to open a stretch of approximately 20 kilometers of National Highways in the state. The current situation reflects a lack of effective leadership and action.
Sir, allow me to present some practical suggestions to resolve this issue and ensure the highways remain free from further disruptions:
1. Identify Problematic Villages: Identify and mark the villages that lie along the troublesome stretch of the highways. There are about 10 such villages, including Motbung, Sapermeina, Kangpokpi, etc., which need to be monitored closely.
2. Deploy an Effective Police Force: Deploy a sufficient and efficient police force at least one day in advance - if the Government has a particular day, specifically around these troublesome points. The police should be tasked with taking pre-emptive actions, under the supervision of the District Deputy Commissioner (DC), including invoking Section 144 where necessary. This is not a complex task but a practical approach to maintaining law and order.
3. Accountability for District Authorities: Make the District DC and Superintendent of Police (SP) directly accountable for ensuring the safety and security of the highways. If they fail to discharge their responsibilities effectively, they should face immediate dismissal from their positions.
Sir, if the authorities at the state level are unable to fulfil their duties and ensure the smooth functioning of the National Highways, it would be better to dismiss the Governor and appoint someone who can handle the situation competently.
The fact that a few individuals are allowed to disrupt the National Highways and cause inconvenience to over 1.4 billion Indians is deeply troubling - videos of some marauders blocking the highways are attached below for ready reference.
How is it possible that a few marauders are allowed to challenge the authority of the Government of India, which is represented by the Hon'ble Governor?
This situation is nothing short of shameful.
