Respected Sir,
We, the Meitei Alliance, a consortial platform of various Meitei diaspora organisations worldwide, came into existence in response to the violence that erupted on May 3, 2023 in Manipur. This violence has not only endangered Manipur’s millennia-old inclusive identity and territorial integrity but also posed grave national security risks.
Through sustained engagement and understanding the importance of fostering harmonious relationship with coexisting communities, we arrived at a community understanding and signed a Six-Point Agreement on March 7, 2025 with Thadou Inpi Manipur, the apex body of Thadou community, Manipur’s largest Scheduled Tribe - marking a pivotal step towards restoring a lasting peace and stability in the state.
We are deeply concerned about the recent Supreme Court directive mandating the completion of the pending delimitation exercise in Manipur within three months, under the current prevailing circumstances. If executed without first addressing key security and demographic concerns, this exercise risks derailing the ongoing peace efforts undertaken by the government, civil society, and the people of Manipur - especially children and youth, longing for security and stability.
We write to you echoing and amplifying the concerns raised by various political parties in Manipur on March 25, 2025 in Imphal, by Maharaja Shri Leishemba Sanajaoba MP (Rajya Sabha), many CSOs and other prominent individuals. We appeal the government to prioritize the following critical measures before proceeding with delimitation exercise.
1. Restoring Law and Order - Punish the perpetrators of violence such as Committee On Tribal Unity (Kuki organisation), who instigated the innocent civilians to indulge in violence on March 8, 2025 to obstruct the government’s initiative in trying to enforce free movement of citizens across the state.
2. Abrogate SoO with Kuki militants – The ongoing SoO agreements with Kuki militants in Manipur have been misused to obstruct any peace process and threatened the people who want to walk towards peace (Annexure A).
3. Update NRC in Manipur – Develop a contextualized National Register of Citizens framework for Manipur to ensure that bonafide citizens are safe guarded for sustainable political stability, security and communal harmony (Annexure B).
