Delhi Meetei Coordinating Committee (DMCC) Calls for the Resignation of Union Home Minister Shri Amit Shah Over Failure to Restore Peace in Manipur
The Delhi Meetei Coordinating Committee (DMCC) convened an emergency meeting on 9th February 2025 following reports that the Hon’ble Chief Minister of Manipur, Shri N. Biren Singh, had tendered his resignation after being reportedly asked to step down by the Union Home Minister, Shri Amit Shah, during a meeting in New Delhi.
In the meeting, DMCC unanimously resolved to call upon Shri Amit Shah to take full responsibility for the deteriorating law and order situation in Manipur and resign from his post as Home Minister. The meeting also resolved that to bring peace and rule of law in Manipur, Government of India needs to stop kuki appeasement and protecting Kuki armed militants for geo politics or Burma policy. And asking stop using kukies against Meetei . Earlier it was used against Nagas of Manipur. By only punishing scape goat of the Chief Minister of Manipur , Peace will not be restored in Manipur.
Since 4th May 2024, after the appointment of a Security Advisor by the Union Home Ministry, the Chief Minister of Manipur, Shri N. Biren Singh, has been just “Co-Operating” with the Home Minister and Party High Command in Delhi.
Furthermore, he has been made the scapegoat of Delhi, bearing the burden of the ongoing crisis while real power rests with the Union Government. The Home Minister and the party high command have effectively taken over the administration of Manipur, sidelining the elected state leadership. The appointment of the Security Advisor and the Director General of Police (DGP) of Manipur was made directly by the Home Minister, rendering the Chief Minister powerless in handling the crisis.
Despite promises of restoring peace, the Union Home Ministry has failed to take decisive action. The Peace Committee, announced by Shri Amit Shah on 1st June 2023 during his official visit to Manipur (from 29th May 2023 to 2nd June 2023), has remained defunct. Further, during his visit, the Home Minister had declared that strict action would be taken against those violating the Suspension of Operations (SoO) agreement and carrying weapons.
However, no action has been taken against Kuki militants who have continuously violated the agreement. Instead, they have been allowed to attack Meetei villages, police outposts, and government offices in Kuki-dominated districts and counter attacks in Manipur. On 15th August 2023, Kuki militants under SoO were permitted to openly participate in Independence Day celebrations with sophisticated arms, while central security forces under the command of the Home Ministry were made to protect Kuki bunkers in the central valley under the name of “Buffer Zones” , forcing Meeteis to live under constant threat.
The attacks on the Deputy Commissioner’s (DC) and Superintendent of Police’s (SP) offices in Churachandpur on 4th January 2024 and SP and DC office of Kanglatonbi on 16th February 2025 by Kuki militants were met with inaction from the Home Ministry and central security forces.
The Manipur Cabinet had earlier decided to abrogate the SoO agreement with Kuki National Army (KNA) and Zomi Revolutionary Army (ZRA) on 12th March 2023. Furthermore, the Manipur State Assembly, on 29th February 2024, unanimously resolved to urge the Central Government to completely revoke the SoO pact with all Kuki-Zo militant groups. However, the BJP-led Union Government has ignored this resolution and has instead reportedly engaged in secret talks with Kuki militants, enabling continued violence and bloodshed.
Additionally, the Union Government removed the former Governor of Manipur, who was actively working toward peaceful coexistence among communities, without providing any justification. This action further raises concerns about the Centre’s commitment to restoring peace in Manipur.
Given the continuous failure to restore peace, enforce law and order, and prevent loss of lives, DMCC strongly demands that Shri Amit Shah to take full responsibility and immediately step down from his position as Union Home Minister as your obedient Chief Minister had already tendered his resignation from the post of Chief Minister. The people of Manipur deserve justice, security, and a responsible government that prioritizes peace over political interests.
