The Delhi Meetei Coordinating Committee (DMCC) held a press meet in Delhi on February 25, 2025, to address the recent facilitation of Kuki militants by the Assam Rifles under President’s Rule in Manipur on February 12, 2025, in Senapati District.

Call for the Government of India to Stop Supporting and Protecting Kuki Militants Responsible for Manipur Violence, and End Security Forces’ Complicity and Contradictions:
A Call for Peace and Reconciliation
The Delhi Meetei Coordinating Committee strongly condemns the recent actions of the Assam Rifles and security forces under President’s Rule in Manipur. The blatant facilitation of Kuki militants was not possible without the sanction and support of the Government of India.
The Government of India’s complicity in the violence was further exposed by the denial of drone bombings against Meetei villages in Manipur by the Former DG, Assam Rifles, and Chief of the Indian Army. Now, NIA has confirmed a drone bombing in September 2024 against a Meetei village, further raising grave concerns over bias and impunity within the security apparatus and the role of the Indian State.

Key Issues:
1. Facilitation of Kuki Militants by Government of India through Assam Rifles under President’s Rule :
On February 22, 2025, members of the Senapati District Students' Association (SDSA) intercepted personnel of the Assam Rifles while they were facilitating the transportation of Kuki militants under the Suspension of Operation (SoO) agreement. This raises serious questions about the security forces’ role in abetting violence, as these militants have been responsible for targeted attacks against the Meetei community over the past 21 months.
2. Contradictory Actions of Security Forces: Selective Targeting of Meeteis :
While Kuki militants operate freely under the SoO agreement, security forces have disproportionately cracked down on the Meeteis. More than 100 armed individuals from the Central Valley have been arrested, including 22 Arambai Tenggol members, further exposing a clear bias in law enforcement under President’s Rule. Despite the imposition of President’s Rule in Manipur, the complicity of security forces, suppression of truth, and selective law enforcement continue to fuel unrest and deepen the crisis.
3. Denial of Drone Bombing Reports vs. NIA Confirmation:
Despite repeated denials from the former Director General of Assam Rifles and the Chief of the Army, the National Investigation Agency (NIA) has confirmed that drone bombings were carried out against the Meeteis. This blatant contradiction with earlier statements by the Manipur Police raises critical questions:
o Why did the Assam Rifles and the Army Chief deny these reports?
o What is being covered up regarding the Kuki militant aggression against the Meeteis?
o Why is there a concerted effort to mislead the public and suppress the truth?
4. Indian State’s Complicity in Manipur Violence:
The disappearance of Mr. Kamalbababu from inside the 57 Mountain military camp at Leimakhong in Manipur in November 2024 further confirms the Indian state’s complicity. Who will protect the Meeteis if they are disappearing from within an Indian army camp? Furthermore, all Meetei houses near the Leimakhong Army Camp were allowed to be burned down by Kuki militants in 2023.
5. Coordinated Attacks on Meetei Villages:
After 21 months of Manipur Violence, it is no surprise that Kuki militants were allowed to attack 13 Meetei villages on May 28, 2023. These attacks resulted in the deaths of two security personnel and injuries to 42 people, even while the Chief of the Indian Army was physically present in Imphal. These attacks are believed to be coordinated offensives against Meeteis by Kuki armed groups under the protection of the Suspension of Operation.
Demands of the Delhi Meetei Coordinating Committee (DMCC):
o End the facilitation of Kuki militants by the Government of India through Assam Rifles and ensure unbiased law enforcement.
o Stop India's failed Burma policy of weaponizing ethnic armies, particularly Kuki armed groups in Manipur against Meeteis.
o Cease all support and patronage of sectarian forces and Kuki militants involved in Manipur violence.
o Resettle all displaced people, both Kuki and Meeteis, to their original places in Imphal as well as all hill districts of Manipur.
o Stop the protection of Kuki militant bunkers by security forces.
o Dismantle all Kuki bunkers surrounding the Central Valley.
o End the division of people through Buffer Zones.
o Enable genuine peace and reconciliation between the Meeteis and Kukis in Manipur.
o Ensure that as long as the Government of India continues to support and protect Kuki militants, peace and coexistence will remain unattainable.
We urge national and international media, civil society organizations, and concerned citizens to raise their voices against these injustices and demand transparency from the authorities.
