Reminder of Memorandum Addressed to the Esteemed Offices of PoI, PMO, MHA & NCM Regarding the URGENT Situation in Manipur
The United Meitei-Pangal Committee, Manipur (UMPC Manipur) has submitted a memorandum to the esteemed offices of PoI, PMO, MHA & NCM, urging immediate intervention to address the ongoing conflict in the state of Manipur. This memorandum serves as a reminder of the pressing need for action to restore peace and normalcy in the region. For your information, UMPC Manipur had submitted its first memorandum to the said esteemed offices in August 2023.
Key Points from the Memorandum:
1. Historical Context: Manipur has a rich history as an independent kingdom until its forced merger with the Indian Union in 1949. Since then, it has faced numerous challenges, including economic decline and insurgency.
2. Communal Tensions: Over the past 20 to 30 years, ethnic-based communal politics have escalated, resulting in violence and a threat to the survival of minority communities. The recent flare-up between the Meitei and Kuki communities has further exacerbated this situation.
3. Impact of COVID-19: The pandemic has significantly worsened the state’s already fragile economy, leaving communities vulnerable and struggling.
4. Humanitarian Crisis: The ongoing violence has resulted in loss of life, widespread destruction, and displacement of thousands. The common people are particularly affected, facing severe psychological and economic distress.
5. Call for Action: The UMPC Manipur urges the central government to take decisive action to restore peace, hold accountable those responsible for the ongoing crisis, and ensure justice for affected communities. The most affected group of people in an ugly incident, as all of them well aware better, is the Common people. They are helpless, very much worry, restless and felt meaningless of surviving. They are dying alive. Still, there is no sign of ending the omen and alarming situation within a short period.
The UMPC Manipur emphasizes that the government must fulfil its duty to protect the sanctity and stability of Manipur, asserting that timely intervention is essential for creating a conducive environment for peace and harmony in the region.
We urgently request them to intervene and establish peace, tranquillity and harmony in our state Manipur without any further delay. Accountability for the devastation for the past 500+ days must be determined.
Both the Union and the State Government must fulfil their duty to provide justice to the affected communities. Their esteemed support as well as intervention would create a conducive environment in this juncture in our state Manipur.

Subject: REMINDER - A Memorandum and humble Prayer for your prompt action to cease the war-like situation in the State of Manipur at the earliest – reg.
Dear Hon’ble Home Minister,
I, the undersigned the Convenor of United Meitei-Pangal Committee, Manipur (UMPC Manipur) an amalgamation of all Meitei-Pangal CSOs with a profound sense of loss and anguish, is humbly submitting this memorandum for your kind intervention so that the extraordinary situation confronting our state Manipur can be redressed at the earliest and normalcy can be brought without any further delay.
1. Manipur had been grown up as an Independent Kingdom since 33 AD onward till the British occupation in 1891. Under the British Rule to the status of Kingdom hood was not abolished. When the British Colonizers left India during 1947 the status of the Independent Kingdom had been restored. But the new Government of free India compelled in 1949, the then Maharaja of Manipur, to merge his Kingdom into the Indian Union.
The status of an Independent Kingdom had been abolished and given the status of a Union Territory. The status of a full – fledged State had been given in 1972, after a prolonged and bloody pressure and demand from the People of Manipur after a lapse of almost 35 years of Indian Independence.
2. After the merger of the Kingdom into the Indian Union either willingly or forcibly, Manipur became a bankrupt and insurgency – prone region of the freedom fighters of different communities of the State for restoration of the status of Sovereignty as it had been enjoyed in its Independent Kingdom.
However, the flow and pressure of the freedom movement seems to have been slowed down to some extent consequent upon the diplomatic technique of the Government of India during the last 1 or 2 decades but the pressure of communal enmity, which was not known in the Kingdom, had been set into the State and increasing its influence day by day for the last 20/30 years.
Communal politics has dominated the Political arena and Economic Management of the State. In 1993 carnage of clashes of minor communities by bigger communities had been occurred. Lives of many innocent people had been lost. And the ugly face of the past incidents has been surfacing at intervals. Hence, the survival of the minor communities has been a big threat in the State.
3. The most dangerous challenge of all the challenges to be faced by this State (known as ‘Mini-India’) of different ethnic groups, is the increasing trend of ethnic based Communal Politics and Economic Management.
4. The State was suffering from the Covid19 pandemic for the last 2/3 years which have deteriorated all works of life thereby affecting drastically the economic condition of the State. And just after the recovering from the Pandemic the State is compelled to face the most injurious communal flare-up between two major communities (Meitei and Kuki) threatening the existence of all communities in the State. A few shocking consequences of this ugly incident may be summed up as under:
a. The lives of tens and hundreds of innocent people, mostly, the common people, have been napped to the bud, no taste of living being has been felt to all the surviving lives, body and soul become restless, youths are mentally harassed and become restless due to severe psychological impact, riches worth crore and crore of rupees had been destroyed, hundreds and thousands of dwelling houses had been set ablaze, hundreds and thousands of people have been rendered homeless, hundreds and thousands of commercial and luxury vehicles had been burnt down, Government machineries have totally paralyzed, law and orders have been deteriorated, there is no rule of law, economic conditions of the poorest State in the Country have drastically affected.
5. The most affected group of people in an ugly incident, as Your Honour aware better, is the Common people. They are helpless, very much worry, restless and felt meaningless of surviving. They are dying alive. Still, there is no sign of ending the omen and alarming situation within a short period.
6. We as countrymen really shocked and anguished for not able to reconcile the mayhem since May 3rd 2023 by the powerful mechanisms of Indian Forces and other diplomatic structures. UMPC Manipur strongly feels that mainland purposely flout the issue and taking advantages as divide and rule policy to abolish the sanctity of Manipur. We have been witnessing the ability of India so time has come to intervene the matter urgently to reinstate its peace and tranquillity in the region.
We urgently request your kind intervention to establish peace, tranquillity and harmony in our state Manipur without any further delay. Accountability for the devastation for the past 500+ days must be determined. Both the Union and the State Government must fulfil their duty to provide justice to the affected communities. Your esteemed support as well as intervention would create a conducive environment in this juncture in our state Manipur.
