Viksit Bharat District-Level Youth Parliamentary Festival
The Viksit Bharat Youth Parliament for the Imphal West Nodal Kendra organized the Viksit Bharat District-Level Youth Parliamentary Festival 2025 today at the Court Hall of Manipur University. The event, which commenced at 11:00 a.m., witnessed the participation of distinguished guests and enthusiastic youth participants.
The inaugural ceremony was graced by Prof. N. Lokendra Singh, Hon'ble Vice-Chancellor of Manipur University, who served as the Chief Guest. Shri Sarangthem Manaobi (Khoiranthaba), IPS (Retd.), was the Guest of Honor, and Dr. Salam Danachandra Singh, Deputy Director of NYK, Imphal West, presided over the function.

The program began with the lighting of the traditional lamp, followed by a welcome address by Dr. Laishram Santosh Singh, Programme Convenor of the Viksit Bharat Youth Parliamentary Festival 2025. In his address, Dr. Singh emphasized the significance of the event in promoting the engagement of youth in democratic processes.
A total of 71 applicants participated in the festival, representing various 5 districts (Imphal West, Imphal East, Bishnupur, Thoubal, and Kakching) across the state.
The Ministry of Youth Affairs and Sports has designated five Nodal Institutes in the state of Manipur, each responsible for organizing district-level rounds of the festival. These institutes include: Manipur University – Hosting five districts: Imphal West, Imphal East, Bishnupur, Thoubal, and Kakching. Don Bosco Maram – Hosting two districts: Senapati and Kangpokpi.
St. Joseph’s College Ukhrul – Hosting two districts: Ukhrul and Kamjong. SEMCO College – Hosting two districts: Tamenglong and Chandel. Jodanang Memorial College – Hosting three districts: Noney, Churachandpur, and Pherzawl.
Today marked the completion of the district-level round for all five Nodal Institutes, and the shortlisted participants will proceed to the State-Level Round, scheduled to be held on March 26, 2025, at the Manipur Legislative Assembly.

Guest of Honor Shri Sarangthem Manaobi (Khoiranthaba) inspired the participants by emphasizing that this festival provides youth an opportunity to showcase their talents, skills, and leadership qualities. He encouraged them to view themselves as the future of the nation and to remain motivated in their endeavors.
Prof. N. Lokendra Singh, the Chief Guest, spoke about the transformative role of youth in nation-building. He highlighted the importance of the National Youth Parliament Festival (NYPF) since its inception in 2019, noting the growth of the event from its first edition with 700 delegates to its present iteration, which includes youth representatives from all 763 districts across India.
He emphasized that the Viksit Bharat Youth Parliament is not merely a platform for presenting ideas but for creating tangible solutions.
The event's culmination will be the drafting of a final resolution that synthesizes the best ideas and proposals from youth delegates. This resolution will be presented to the national media to influence public and policy discourse, ensuring that youth-driven policy recommendations gain national attention.

Dr. Salam Danachandra Singh discussed the significance of the festival for the youth, highlighting three key objectives: (1) To help youth understand parliamentary culture, (2) To provide a platform for youth to voice their concerns on important issues, and (3) To foster understanding and mutual appreciation among the youth.
Dr. Kh. Herachandra Singh, NSS Programme Officer, concluded the inaugural function by delivering the vote of thanks for the first session.
Following the inauguration, the Parliamentary session began with Dr. Laishram Santosh Singh honoring the judges and jury members: Judge: Shri Sarangthem Manaobi (Khoiranthaba), IPS (Retd.), Jury Members: Prof. Ch. Ibohal Singh, Dean, Students Welfare, Manipur University, Prof. N. Bijen Singh, Head, Department of Political Science, Manipur University, Arambam Anilkumar Singh, Zonal Education Officer, Thoubal, Lambamayum Bimol Singh, Joint Director, Manipur Legislative Assembly.

The session was officially opened by the judge, and participants began expressing their opinions on various issues. After the parliamentary session, the judges delivered their closing remarks, providing valuable suggestions and motivation for the youth participants.
The event concluded with Dr. H. Suraj Singh, NSS Programme Officer, delivering the final vote of thanks.
