North East NSS Festival 2025 at Manipur University
The North East NSS Festival 2025 commenced today at Manipur University, hosted by the NSS Cell, Manipur University under the aegis of Regional Directorate of NSS Guwahati, Assam & Ministry of Youth Affairs and Sports, Govt. of India.
The inaugural function was marked by a grand cultural procession, featuring NSS volunteers and Programme Officers from various North Eastern states, including Assam, Nagaland, Arunachal Pradesh, Sikkim, Meghalaya, and Manipur. Dressed in their respective traditional attire, each state contingent proudly showcased their unique cultural identity, celebrating the rich diversity of the region.
e cultural parade was respectfully received and saluted by the Chief Guest, Prof. N. Lokendra Singh, Hon’ble Vice Chancellor of Manipur University, along with other dignitaries. The inaugural proceedings included the flag hoisting ceremony, symbolizing the unity and commitment of the NSS. Prof. N. Lokendra Singh hoisted the Manipur University flag, while Shri Naorem Praveen Singh, Secretary, Education-S/YAS, Government of Manipur, hoisted the NSS flag, marking the formal beginning of the festival.
Dr. L. Santosh Singh, Programme Coordinator of the NSS Cell, Manipur University, extended a warm welcome to all dignitaries, invitees, organizers, faculty members, and the enthusiastic NSS participants. In his keynote address, he gives a brief overview of the North East NSS Festival 2025 and its objectives. He encouraged the NSS youth volunteers to make the most of this valuable opportunity and to carry the spirit of the festival forward into their communities as ambassadors of service, unity, and positive change.
Guest of Honour, Shri Naorem Praveen Singh, Secretary, Education-S/YAS, Government of Manipur, emphasized the transformative role of NSS in nurturing responsible, socially committed youth. Recalling his own days as an NSS volunteer, he shared how simple acts like assisting in traffic control deepened his sense of civic duty. He stressed that the skills and values gained through NSS must serve society, especially during crises like floods or the COVID-19 pandemic. He also highlighted the importance of cross-cultural exchange and mutual learning among states such as Sikkim, Meghalaya, Nagaland, Assam, and Arunachal Pradesh, enriching the NSS experience.
Shri Nakul Chandra Deori, Youth Officer, Regional Office (NER), Guwahati, in his Guest of Honour address, reminded the audience that the NSS Festival is not merely a celebration, but a reflection of India’s Look East Policy. He expressed gratitude to the visionary leaders for facilitating the hosting of such events in the North East, symbolizing national support and recognition for the region. He also acknowledged the invaluable contributions of former Programme Coordinators and faculty members, whose unwavering support continues to inspire and motivate NSS volunteers.

A souvenir commemorating the North East NSS Festival 2025 was also released. Former NSS Programme Coordinators, NSS Cell, Manipur University, Prof. Ch. Ibohal Singh, Prof. A Rajmani Singha, Prof. Keisham Shitaljit Singh, and Prof. M. Nodiyachand Singh were also honoured during the inaugural function in recognition of their valuable contributions and dedicated service.
Prof. N. Lokendra Singh, Hon’ble Vice Chancellor of Manipur University and Chief Guest of the function, expressed his deep honour in being part of the North East NSS Festival 2025, which celebrates the vibrant spirit of service and unity among youth volunteers from across the Northeast.
In his address, Prof. N. Lokendra Singh emphasized the pivotal role of NSS in nurturing empathy, discipline, and teamwork - qualities essential to realizing the vision of a Viksit Bharat by 2047. He concluded by encouraging the volunteers to make this festival a catalyst for lifelong learning, leadership, and a strong sense of social responsibility.
Prof. Ch. Ibohal Singh, Dean of Students’ Welfare, Manipur University and President of the function, highlighted the broader vision of NSS as a driving force toward achieving Viksit Bharat by India’s 100th year of independence. He emphasized NSS’s role in fostering collaboration between students, teachers, and communities, particularly in adopted villages, with volunteers dedicating 120 hours annually to academic and service activities.
He acknowledged the vital role of NSS in recent flood relief efforts in the Northeast and noted the Government of India’s significant financial support for youth development. Praising the festival as a vibrant platform, he encouraged participants to engage in cross-cultural learning and carry forward the shared values and skills gained through this enriching experience.
The Inaugural program concluded with a vote of thanks delivered by Dr. T. Deepamanjuri Devi, Programme Officer, NSS Unit II, Manipur University.
