SECOND STEP- CORPORATE & MARKETING CONSULTANCY FIRM
1. A Global Tender shall be floated for selection of a Corporate & Marketing Consultation Firm to assist and function under the Economic Development Committee, terms and conditions of which are such that only internationally reputed and recognized large consultancy groups are only qualified to bid and participate in the tender process. Such a tender shall be floated by the Economic Development Committee on behalf of the Government of Manipur.
2. To rule out small outfits or groups from bidding, an Annual Turnover requirement of at least INR 500 Crores for the last five years for each eligible and intending Corporate & Marketing Consultancy Firm should be prescribed in the tender document and to be eligible to bid, an intending Corporate & Marketing Consultancy Firm should have physical and functioning branches in 30 different countries/jurisdictions in the World.
3. Accountancy Firms and Law Firms shall be barred from bidding for the contracted assignment.
4. An interested Bidder should submit details of at least 5 team members with different qualifications and subject expertise:
a. Three members should be with at least an engineering degree holder from a Tier-1 Indian Institute of Technology in India with a Master's Degree in Management from one of the Tier-1 Indian Institute of Management in India. Each of them should have at least 15 year experience in dealing with export promotion and employment generation issues/projects.
b. One member of the team should be an economist, preferably with a doctorate degree on issues relating to export promotion and employment generation and with at least 5 publications in International Journals on export promotion and employment generation issues.
C. One member should be a corporate lawyer with a corporate law work experience of working with a Tier-1 Law Firm(s) in India at a Partner/Senior Partner level for at least 10 years continuously.
Detailed CVs of team members who would work on the assignment should be required to be submitted with the Bid document. Supporting documents qua the claimed credentials or achievements shall also be enclosed with the said detailed CVs. Any replacement of a team member during the contract period of any tea member of the Corporate Consultancy & Marketing Team should be by an expert of at least equal qualification and experience and only with the approval of the Economic Development Committee.
The tender/selection process shall be hybrid, 50% of the allotted marks being on the Financial Bid and the rest 50% based on the Technical Bid (namely, relevant work experience, quality & experience of experts/manpower proposed to be made available for the project etc).
The engagement can be initially for three years, extendable by another one year on mutual consent and subject to the performance of the selected Corporate & Marketing Consultancy Firm.
All members of the team of the selected Corporate & Marketing Consultancy Firm are required to be present in Imphal or any other such place, as and when required or intimated by the Economic Development Committee with at least three day written notice in advance.
To the extent possible, meetings shall be virtual through links circulated by the No-dal officer of the Economic Development Committee.
10. All expenses required for travel from New Delhi to Imphal & return journey shall be reimbursed and all such travels shall in economy class and the same shall be undertaken only after a three day prior written notice of the Economic Development Committee. The number of team members of the Corporate & meeting shall be Marketing Consultancy Firm required to be present in intimated in the notice for such meetings.
11. The Corporate & Marketing Consultancy Firm shall ensure that all required team members shall be present for required meetings or conferences with concerned officials of the Economic Development Committee and other Government officials of Manipur.
12. For purposes of record keeping and logistic requirements, the Corporate Consultancy & Marketing Firm shall be provided a room in Imphal to operate as its office and the same shall be used only for purposes of performing its obligations under its contract with the Government of Manipur.
13. The Scope of work of the Corporate & Marketing Consultancy Firm shall be discharging their contractual obligations delineated in Phases Three to Seven, apart from other additional works or services as may be assigned to it by the Economic Development Committee.
14. The Corporate & Marketing Firm shall quote a lump sum amount for undertaking its scope of work covered under the Third Step to the Seventh Step.
15. The Corporate Consultancy & Marketing Firm, apart from the main contract as per the Global Tender floated, shall also sign a No-Conflict Agreement and with of with Non-Disclosure Manipur Agreement the acknowledgement of such binding agreements by each member of the Corporate & Marketing Consul- tancy Firm team for the contracted work, breach of which shall be a ground for termination of the contract with the Corporate & Marketing Consultancy firm with the Government of Manipur paid on an hourly basis, but such hourly rates shall be for the whole team, not for individual team members separately.
Amounts quoted against the lump amount and hourly fees for meetings/conferences shall be inclusive of all applicable taxes.
16. The Government of Manipur shall be at its discretion to terminate the contract with the Corporate & Consultancy Firm during the currency of the Contract for any reason whatsoever including but not limited to gross indiscipline, under-performance, breach of contract (including the No-Conflict and Non Disclosure Agreements) etc.
The Government of Manipur may also ask for replacement of any member of the Corporate & Marketing Consultancy by an equally qualified and experienced expert at any point of time.
