Govt prepares budget estimate, vote on account

Imphal, January 30 2018:
With the winter session of the Manipur Legislative Assembly scheduled to commence from February 2, the State Government has been preparing a vote on accounts for the first four months out the budget estimate of Rs 6039.0747 crorefor2018-19.The total budget estimate of Rs 6039.0747 for the fiscal year 2018-19 includes Central share of around Rs 4100 crore for different Central sponsored schemes being implemented in the State.
The budget estimate is inclusive of Rs 120 crore for schemes funded by NEC and another Rs 130 crore for schemes funded through NLCPR.
The budget estimate earmarks Rs 30 crore for Startup policy which is aimed at facilitating self-employment of unemployed youth.
It has Rs 50 crore for re- payment of REC loans and Rs 35 crore for purchasing pre-paid power meters and other necessary materials.
The budget estimate incorporates Rs 897.60 crore as Central share and Rs 13 crore as State's matching share for MGNREGS.
There is also Rs 447 crore as Central share and Rs 13 crore as State's matching share for construction of roads in rural areas under PMGSY.
It earmarks another Rs 400 crore for construction of roads.
Out of this total amount of Rs 400 crore, the State Government would receive Rs 200 crore from the Central Road Fund.
Other allocations from the budget estimate of 2018-19 include Rs 165 crore as Central share for NHM, Rs 185 crore for grant-in-aid to JNIMS, Rs 60 crore as Central share for Swachh Bharat Mission-Gramin, Rs 40 crore as Central share for National Rural Drinking Water Programme, Rs 187.36 crore as Central share and Rs 6 crore as State's matching share for Pradhan Mantri Awas Yojana (Rural), Rs 50 crore as Central share for Amrut project, Rs 11 crore as Central share for National Urban Livelihood Mission, Rs 254.09 crore as Central share for Pradhan Mantri Awas Yojana (Urban) and Rs 70 crore as Central share for Multi Sectorial Development Programme.
There are also Rs 50 crore as Central share for Pradhan Mantri Kaushal Bima Yojana and Rs 104.87 crore as Central share for Integrated Child Development Programme.
The budget estimate further earmarks Rs 10 crore for completion of the new Civil Secretariat building, Rs 10 crore for development of infrastructure for the newly created district headquarters, Rs 10 crore for completion of Manipur Bhavan being constructed at Salt Lake City, Kolkata and another Rs 10 crore for construction SDO/ BDO offices/buildings.
It further incorporates Rs 40 crore for development of judiciary infrastructure and another Rs 15 crore for acquisition of land for construction of a transit accommodation centre for Ministers/MLAs/officers.
Head-wise, the budget estimate allocates Rs 327 crore for agriculture and allied activities, Rs 156.91 crore for rural development, Rs 386.75 crore for water resources, Rs 183 crore for energy, Rs 105 crore for industry and minerals, Rs 48 crore for science, technology and environment, Rs 594.46 crore for general economic services, Rs 548.97 crore for social services, Rs 351.38 crore for medical and public health, Rs 175 crore for water supply, Rs 3 crore for jail, Rs 15 crore for GAD and Rs 2.5 crore for relief and disaster management.
