Confer all power to DC, SP : Kpi CSOs

Despite almost a year after attaining districthood, Kuki Inpi Kangpokpi district and various other civil society organization of the district alleged that the DC and SP of the district are yet to be fully equipped with all powers and functions of the office they occupy .
On December 8 last year, the then Chief Minister Okram Ibobi Singh led Congress Government had created seven new districts in the State including Kangpokpi district and the next morning the first DC and SP of Kangpokpi district assumed office .
However, the Kuki Inpi, Kangpokpi district and various other civil society organizations of the district in its joint meeting today at Motbung alleged the absence of all the necessary powers and functions especially District Rural Development Agency (DRDA), District Election Officer power to DC Kangpokpi and complete SP powers till today .
The joint meeting chaired by Kuki Inpi Kangpokpi district minutely discussed the non-devolvement of the inevitable necessary powers and functions of Deputy Commissioner and Superintendent of Police of the district and resolved to serve an ultimatum to the State Government in connection with the issue .
Briefing media persons on behalf of the Kuki Inpi and CSOs Kangpokpi district, Tonglen Khongsai, general secretary, United Welfare Committee said that District Rural Development Agency is the principal organ at the district level to manage and oversee (the implementation of different anti-poverty programmes of the Ministry of Rural Development while it also serves as the supporting and facilitating organization which plays an effective role as a catalyst in development process .
"Apart from DRDA, Deputy Commissioner Kangpokpi is yet to be conferred the powers of District Election Officer as per Section 13 AA of the Representation of Peoples Act, 1950 and the standing instructions of the ECI", he asserted .
He continued that the non-conferment of DEO powers to Deputy Commissioner, Kangpokpi is utter disregard to the very principles in which the new districts were created and also Section 13 AA of the Representation of Peoples Act, 1950 and the standing instructions of the Election Commission of India (ECI) as well .
He further wondered as to what the Deputy Commissioner, who is supposed to coordinate and supervise all the work in connection with the preparation and revision of electoral rolls as Section 13AA of RP Act, 1950 and conduct of election in the district as per Section 20A of RP Act, 1951, do without the powers of DEO during election .
He further warned that if the Government fails to fulfill the legitimate demand, Kuki- Inpi and civil society organisations of Kangpokpi will lead the public in launching a severe agitation against the Government while it [Government] will be solely responsible for any untoward incident .
The Kuki Inpi and CSOs Kangpokpi also appealed the State Government to implement and disburse the 100 day's wages of MGNREGS Scheme equally in both hills and valley without any bias.
