K Shyam negates Joykisan's charges

CAF&PD Minister Karam Shyam has categorically stated that neither any Bill was passed nor any notification was issued for compulsory allocation of 3000 litres of SK Oil per month to MLAs as the State's quarterly quota of SK oil fluctuates .
Clarifying to the charges made by Congress spokesman Kh Joykisan about the State Government looting 500 litres of SK Oil out of 3000 litres entitled to MLAs each month, Karam Shyam asserted there is no rule which says that each MLA should be given 3000 litres of SK Oil every month .
If one should make an allegation, one should have a clear idea about the underlying matter.
It is a matter of serious concern that a politically immature man has been serving as spokesman of a political party, Shyam remarked .
After adulteration of fuel has been effectively checked by the BJP-led coalition Government, SK Oil is now available to the people in abundant quantity .
Claiming that he has been fighting against any act of violating the rights of people, leaving aside the rights of elected representatives, Karam Shyam decried the act of levelling unfounded charges against him .
The Government of India releases the State's SK Oil on quarterly basis and the volume of SK Oil released every quarter is not uniform .
For April-June, 2016, the Government of India allotted 5,561.8 Kls of SK Oil and each MLA was given 3000 litres for each month .
For July-September 2016, the volume of SK Oil allotted was 5292 Kls and each MLA was given 2700 litres for each month.
For October-December, 2016, each MLA was given 2000 litres of SK Oil per month against the total volume of 3348 Kls released by the Government of India for the particular quarter .
For January-March 2017, the total volume of SK Oil allotted to the State was 5100 litres and each MLA was given 12,000 litres and this included backlogs for four months, Shyam elucidated .
After the BJP-led coalition Government came to power, the total volume of SK Oil allotted to the State for the two quarters April-June and July-September this year was 4476 Kls each, and the MLAs were given 2500 litres each per month .
When the Congress party was in power, and the when the State was allotted 5292 Kls, the MLAs were given 2700 litres per month.
But the MLAs' quota was reduced to 2000 litres per month when the quarterly allocation was cut down.
However, the new Government has raised the MLAs' monthly SK Oil quota to 2500 litres per month, Shyam said .
SK Oil is given to the MLAs, Meira Paibis, clubs and others from the Director's pool and State Government has never fixed the MLAs' monthly SK Oil quota .
Talking about LPG, the CAF&PD Minister stated that there are 83 LPG distributors in the State against the total 3,60,413 consumers.
The entire process of LPG transportation and allocation of refills is controlled by IOC .
Even though the State is entitled to 5117.86 MT of LPG during April this year, only 2,791.663 MT was supplied.
Likewise, the actual supply of LPG was far below the total quantity entitled to the State in the following months too.
The Government has been examining the reasons for the reduced volume of LPG transported to the State, Shyam said .
It is not only about unavailability of LPG refills, transportation of reduced volume entails loss of subsidy entitled to consumers.
The State Government has initiated due procedure to fix responsibility upon IOC for these lapses and failures .
Assuring that LPG refills would be made available in sufficient quantity to the consumers before Ningol Chakkouba festival, Karam Shyam stated that the Government would not show any leniency to all those responsible for scarcity of LPG in the State .
If necessary, the matter would be raised before the Petroleum and Natural Gas Minister in consultation with the Chief Minister, he added.
