Imphal, September 19 2018:
Taking serious note of the order appointing K Jugindro as the VC-in charge until a regular VC is appointed, VC-in charge Professor W Vishwanath Singh has written to the Secretary, Ministry of Human Resource Development Department of Education, India, urging it to clarify regarding his (Prof Vishwanath) position as the VC in-charge, position of Professor Dorendrajit Singh as the Registrar in-charge and Nodal Officer of the Enquiry Committee, the status of the so called Transit Office opened by Professor AP Pandey and the validity of the orders issued from the said office.
Welcoming the suspension of AP Pandey as the VC of MU on September 17, Vishwanath said he was appointed as the VC i/c on August 2 and added that even though he was not allowed to enter the administration building by the agitators, he worked in one of the rooms off the University Guest House inside the campus.
However, Professor M Shyamkesho Singh, the Registrar i/c of the university failed to come to the guest house inside the campus for unknown reasons despite several requests, claimed the letter and added that Professor Shyamkesho came to the campus only on August 21 to sign an office memorandum.
It continued that when the university opened on August 23 and he (VC i/c) entered the university administrative building, Professor Shyamkesho applied for casual leave.
Due to the need for a Registrar i/c to discharge several pending works including announcement of BA/BSc/BCom and post graduate examination results, admission to several masters courses, additional charge of Registrar i/c was given to Professor Dorendrajit Singh, for a period of 30 days only through an office notification on August 23, it added.
Pointing out that the independent Two Member Enquiry Committee started its work from August 23 with Professor Dorendrajit Singh as the Nodal Officer, it explained that with the approval of the Chancellor, MU, the leave period of Professor AP Pandey was extended with effect from September 1 until the completion of the enquiry and necessary follow-up action taken and added that his (Vishwanath's) term of appointment as VC i/c was extended during Pandey's leave period via an order issued on September 3.Pointing out some of the reasons for the deterioration of the university atmosphere, as mentioned in the MHRD order issued on September 17, the letter explained that Professor Pandey forwarded a mail stating that he has resumed duty as the VC from September 1 and he declared that a transit office of the university is opened at his residential quarters, 3 kilometres away from the campus.
From the so called transit office, orders were issued which mentioned that Professor M Shyamkesho will perform the duties of the Registrar i/c, suspended the VC i/c and Professor Dorendrajit and appointed Professor K Jugindro Singh of Physics Department as the Pro-VC of the university, it conveyed and added that yesterday, an order was issued which informed that Professor K Jugindro, the Pro-VC, shall perform the duties of the VC until a regular VC resumes office or until further orders.
Pointing out that these activities have already created tension and will hamper the examinations which started from September 17 as well as the ongoing admission process and several other works, Professor Vishwanath appealed to the Ministry to clarify regarding his position as the VC i/c, Professor Dorendrajit as the Registrar i/c and Nodal Officer of the Enquiry Committee, the status of the Transit office and the validity of the orders issued from the said office and added that further proceedings of the university will be done based on the reply of the Ministry.
