JCILPS slams statement of TR Zeliang

Joint Committee on Inner Line Permit System (JCILPS) has censured the statement of Nagaland Chief Minister TR Zeliang who said that the three Bills passed by the State Assembly in August last year were unconstitutional, 'anti-tribal' and an attempt to consolidate the valley area for the coming Assembly election during his speech at the inaugural session of Lui-Ngai-Ni at Ukhrul yesterday.
Speaking to media persons at its office located along Tiddim Road, convener of JCILPS Khomdram Ratankumar stated that it is very unfortunate that the CM of Nagaland made such unfounded statement on the three Bills passed by the State Assembly for the protection of indigenous people �both in the hills and valley of the State.
The three Bills which were passed by the Manipur State Assembly on August 31 last year were the Protection of Manipur People Bill 2015, Manipur Land Revenue and Land Reforms (7th Amendment ) Bill 2015 and Manipur Shops and Establishments (2nd Amendment) Bill.
Ratankumar asked TR Zeliang whether he had gone through the contents of the three Bills while also asking how T R Zeliang could assert that the three Bills are anti-tribal, unconstitutional and a part of
a political game.
He stated that TR Zeliang was trying to break the emotional attachments and understanding among the various communities living together in the State from time immemorial and trying to sow seeds of enmity among the people.
Ratankumar also wanted to know the motive of TR Zeliang who termed the three Bills, which are similar to ILP, as unconstitutional when a similar law is being enforced in Nagaland.
"Why the Nagaland Chief Minister is against implementation of a law for the protection of the indigenous people of the State when such law is in force in Nagaland," he said while also categorically asking whether Zeliang wants the indigenous peoples of the State to be extinct from Manipur.
He also asked the Nagaland Chief Minister not to interfere in the affairs of other States without knowing it properly and stop playing divide and rule policy among the various communities of Manipur.
Regarding the MPSC civil service exam row, Khomdram Ratankumar asked whether the MPSC wants to provide the State Government jobs particularly, administrative jobs, to the non-locals.
He also asked MPSC to change its eligibility criteria or include norms which are in existence in other neighbouring States' service rules and norms.
He further appealed to the authority concerned to make a policy to provide the job to locals of the State who are well verse with Manipur, Manipuri language.
He urged the MPSC to make possession of domicile certificate of Manipur a criteria for the candidates.
Regarding the three Bills passed by the Manipur State Assembly, the JCILPS had received various opinions from various sections and communities, Ratankumar said.
Some sections of society are also spreading false rumours that the three Bills stand against the interest of the hill people, he asserted.
Saying that the JCILPS is holding rounds of discussions with various leaders from the hill areas, Ratankumar said that the discussions held so far are progressing in the desired or right direction.
He exuded confidence that the efforts will yield positive results.
He also said that since the last few months, the JCILS has been spearheading a 'Save Indigenous People' campaign in the State.
In the coming days, the Joint Committee will take up effective measures and for that they will launch poster campaign, street corner meeting and non-cooperation movement.
He also stated that the JCILPS will start verification of all migrant workers in the State as per the Labour Law Act (Regulation of Employment and Condition of Service ,1978) .
He said that they will check whether the non-local labourers are registered in accordance with the labour law which is in force in the State.
Speaking at the occasion, co-convener of JCILPS, BK Moirangcha demanded the State Government to take up appropriate action against the Nagaland Chief Minister TR Zeliang for making 'provocative' statement against the interest of all communities of the State.
He also said that it is suspected that Nagaland Chief Minister might have made the statement with a hidden agenda to incite tension among the different communities of the State in order to grab the land of neighbouring States inhabited by the Nagas, he said.
The State Government should take up a case against him at the earliest to prevent unwarranted and provocative statement from people who are from outside the State.
BK Moirangcha also urged the MPSC not to hold any examination until and unless it changes the eligibility norms.
He warned of launching intense forms of agitation if the Commission does not pay any heed to the demand.
The poster campaign of Save Indigenous People will start from February 17 onward, he informed.
