Imphal, December 09 2008:
The due rights of the children has not been able to ensure in Manipur as the Juvenile Justice (Care and Protection) Act has not implemented successfully .
Chief Judicial Magistrate of Thoubal Ch Brajachand has stated.
Speaking as one of the guests of honour of the function held in connection with Fortnight observance against violence on women and children at Khangabok BASU ground in Thoubal district today, Brajachand pointed out as per Juvenile Justice (Care and Protection) Act, 2000, children below the age of 18 years cannot be arrested and kept in the police custody when they committed any criminal act.
But in Manipur, children are being arrested and kept in the police custody and their ages are being entered in the record more than 10 years even if they are minor.
Moreover, there are no Juvenile Police Units nor remand homes for children who committed crimes in Manipur even if the same are required to be set up under the Juvenile Justice (Care and Protection) Act.
This is really unfortunate, Brajachand said.
MLA E Dwijamani Singh and MLA K Meghachandra Singh were respectively chief guest and president of the function which was also attended by president of Bar Association, Thoubal N Modhu Singh and Additional Deputy Commissioner of Thoubal district W Rajen as guests of honour.
Prior to the observance function organised under the joint aegis of Women Action for Development and Organising Committee on Gender Violence, Thoubal district, a mass rally was also taken out from YASTA ground, Thoubal to BASU ground.
